Appointment of Director to the Bay Area Water Supply and Conservation Agency

 

RECOMMENDATION:

It is recommended that Robert Guzzetta be appointed to represent the California Water Service Company on the Bay Area Water Supply and Conservation Agency. The appointment would be effective July 1, 2005 for a four-year term ending on June 30, 2009.

BACKGROUND:

The Bay Area Water Supply and Conservation Agency (BAWSCA) was established by state law. Membership on the BAWSCA Board of Directors is composed of representatives of those agencies and entities that contract with the San Francisco Public Utilities Commission for water from the Hetch Hetchy system. California Water Service Company (Cal Water) is a private company providing water to communities in San Mateo County. Cal Water is an eligible member of BAWSCA.

The state law regarding BAWSCA provides that the representatives of Cal Water be appointed by the San Mateo County Board of Supervisors. This representative must be an officer or employee of the California Water Service Company.

Two years ago when BAWSCA was formed the Board of Supervisors appointed Peter Nelson to serve on the BAWSCA Board of Directors. Mr. Nelson is the CEO of Cal Water and his term on the BAWSCA Board is ending on June 30, 2005. He has indicated that he will not longer be able to serve on the BAWSCA Board. Cal Water would like to have Robert Guzzetta appointed as their representative. It is, therefore, recommended that the San Mateo County Board of Supervisors appoint Robert Guzzetta, for a four-year term (July 1, 2005 to June 30, 2009) on the BAWSCA Board of Directors.

It should be noted that there is a companion agency to BAWSCA called the Regional Financing Agency (RFA). I continue to serve on the RFA Board as the representative of Cal Water customers in San Mateo County.
