RESOLUTION COMMENDING | ||||
JAMES SACO FOR HIS ROLE IN ACHIEVING SAN MATEO COUNTY’S FIRST DISTINGUISHED BUDGET PRESENTATION AWARD | ||||

WHEREAS, the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) is the only national awards program in governmental budgeting; and | ||||
WHEREAS, entities applying for the award have to satisfy nationally recognized guidelines for effective budget presentation, and must be rated proficient in presenting the budget as a policy document, financial plan, operations guide and communications device by independent reviewers; and | ||||
WHEREAS, award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America; and | ||||
WHEREAS, receiving the award reflects the commitment of the Board of Supervisors, County Manager and staff to using Outcome-Based Management to plan, measure and allocate resources toward improved performance, and to present program plans and performance targets as part of the County budget; and | ||||
WHEREAS, JAMES SACO, Assistant Budget Director for the County, played a key role in making improvements to the budget document to satisfy award requirements, spending countless hours gathering County information, researching award-winning budgets, and preparing the award application; and | ||||
WHEREAS, on November 22, 2004, the County was notified that it had received its first Distinguished Budget Presentation Award for its FY 2004-06 Recommended Budget; and | ||||
WHEREAS, San Mateo County is one of only five California counties that have received the award; and | ||||
WHEREAS, the County would not have received the award without the efforts of JAMES SACO, who is an outstanding County employee of 18 years, having worked in the Superior Court Clerk’s Office, District Attorney’s Office and currently in the County Manager’s Office as Assistant Budget Director and more. | ||||
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of San Mateo County commends JAMES SACO for achieving the County’s first Distinguished Budget Presentation Award. | ||||
