Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification actions, additional differential and salary range adjustment will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying two positions,

adding one new differential, and

adjusting the salary rate for one extra help classification.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 33000 CORONER’S OFFICE

Action:

Add: A differential of 5.7% for one person providing lead direction to other Deputy Coroners.

Explanation:

This is the addition of a 5.7% differential for one person providing lead direction to other Deputy Coroners. Deputy Coroners work a variety of shifts in order to provide coverage 24 hours a day and seven days a week. The addition of the differential will allow the Coroner to designate an additional staff member as a lead worker to provide direction to staff when the Coroner or Chief Deputy are not available on these alternate shifts. This action represents a monthly salary and benefits cost of $346 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 37000 COUNTY LIBRARY

Action:

Change: The salary rate for E071, Library Aide - extra help, to range 1218.

Explanation:

This is an increase in the hourly rate for extra help Library Aides to range 1218. This salary range adjustment will permit the Library greater ability to recruit and retain Library Aides in the various County branches. These costs will be budgeted in the 2005-06 Library budget. There is no change in the total number of authorized positions.

ORGANIZATION 59000 ENVIRONMENTAL HEALTH SERVICES

Action:

Reclassify: One position of E334S, Office Assistant series

Biweekly Salary: $1088.80 - 1564.00

Approximate Monthly Salary: $2359 - 3389

To: One position of E368, Public Services Specialist

Biweekly Salary: $1313.60 - 1642.40

Approximate Monthly Salary: $2846 - 3559

Explanation:

This is the reclassification of one vacant position of Office Assistant to the classification of Public Services Specialist. The division is reassigning work to provide greater flexibility for coverage for front office and better support for the public. As reassigned, the work is more appropriately classified as a Public Services Specialist. This action represents a monthly salary and benefits cost of $221 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 62000 PUBLIC HEALTH SERVICES

Action:

Reclassify: One position of G098S, Social Worker series

Biweekly Salary: $1791.20 - 2666.40

Approximate Monthly Salary: $3881 - 5778

To: One position of G040S, Mental Health Caseworker series

Biweekly Salary: $1972.80 - 2765.60

Approximate Monthly Salary: $4275 - 5993

Explanation:

This is the reclassification of one filled position of Social Worker to the classification of Psychiatric Social Worker. The incumbent is licensed to provide specific clinical care needed in the Pre to Three programs. By providing these services with current staff, Public Health can improve the coordination of care provided to the clients and thus improve service. This action represents a monthly salary and benefits cost of $280 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

The reclassification actions represent a monthly salary and benefits cost of $501 or an annual cost of $6,012.
