Agreement with Opportunities Industrialization Center West

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Waiving the Request for Proposal Process (RFP); and

 

2.

Authorizing the execution of an Agreement with Opportunities Industrialization Center West (OICW) in the amount of $560,000 and for the term September 1, 2004 through December 31, 2005 for employment and training services to dislocated workers.

This Agreement with OICW contributes to this commitment and goal by providing career training and job placement opportunities to dislocated workers assisting them in becoming self-sufficient. After receiving job development and training services it is projected that 79% of participants will enter into employment and of those, 96% will earn an increased wage compared to what they were earning in their previous employment.

BACKGROUND:

In August 2004, the County of San Mateo received WIA National Emergency Grant (NEG) funds in the amount of $320,000 for FY 2004-05 for the purpose of providing training and employment services to dislocated workers in the airline and travel-related industries. As a condition of the grant, the County was required to begin offering services immediately. Because OICW provided San Mateo County with a multitude of successful employment and training programs in the past, the County selected OICW to begin services as of September 1, 2004. Of the $320,000 awarded, $250,000 will be used to offset the costs of training and employment services provided by OICW to date. The County of San Mateo is anticipating additional WIA NEG grant funds in excess of the $310,000 needed to fund the remainder of this Agreement.

 

DISCUSSION:

Pursuant to the Agreement, OICW will provide job development, outreach and training services specifically for dislocated individuals in the airline and travel related industries who were laid off between January 1, 2003 and December 31, 2004. The term of the Agreement will be from September 1, 2004 through December 31, 2005.

 

Due to the short time frame in which funds were awarded and the County was required to start services, OICW was selected based on its availability, experience, and ability to provide the required services as of September 1, 2004. As such, and because OICW was deemed to be a sole source provider, it is in the County’s best interest to waive the RFP process. County Counsel has reviewed and approved this Agreement as to form and Risk Management has approved Contractor’s insurance.

 

FISCAL IMPACT:

The total Agreement obligation is $560,000 for the term of September 1, 2004 through December 31, 2005. Of this amount $250,000 is funded by current NEG grant funds which are included in the FY 2004-05 Adopted Budget. The remaining $310,000 is contingent upon receiving additional NEG grant funds which are anticipated to be awarded by June 30, 2005. Upon receipt of the award, the FY2005-06 budget will be revised to reflect the additional appropriation required. There is no Net County Cost.
