BACKGROUND:

On July 27, 2004, the Board of Supervisors approved flat rate Agreements with twelve (12) providers of alcohol and drug treatment services including the Project Ninety, Inc. These Agreements included treatment services for parolees funded by the Bay Area Services Network (BASN).

DISCUSSION:

The BASN funding is allocated according to the BASN workplan, which is approved by the state periodically. The State Department of Alcohol and Drug Program (ADP) reviews and revises the BASN allocation and if necessary, will re-allocate the funds through a one-time augmentation to different Counties. First Amendments to the Agreements with Project Ninety, Inc. is due to an augmentation received from ADP on March 8, 2005.

The First Amendment to the Agreement with Project Ninety, Inc. will increase the allocation of BASN funding within the provided service modalities (residential and transitional housing), and also increase the unit of services by an additional 881 bed days for FY 2004-05.

FISCAL IMPACT:

The First Amendment to the Agreement with Project Ninety, Inc. will increase the allocation of BASN funding within the provided service modalities by $29,050. The total Contract obligation for the FY 2004-05 will increase from $1,038,892 to $1,067,942.

These services are funded solely through the FY 2004-05 allocations of BASN funds. There is no Net County Cost associated with this Amendment.
