Second Amendment to the Agreement with San Mateo Community College District

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Waiving the Request for Proposal Process (RFP); and

 

2.

Authorizing the execution of a Second Amendment to the Agreement with San Mateo Community College District for the purpose of administering a “bridge program” to provide services to foster youth and disadvantaged adults and for an additional biotechnology class increasing the amount by $240,775, changing the Agreement obligation from $189,195 to $429,970 and extending the term to June 30, 2006.

This Agreement contributes to this commitment and goal by providing career training, and retraining, and an opportunity for job placement allowing participants to become self-sufficient. The new bridge program will target a hard-to-serve transitional community, including foster youth and disadvantaged adults. Although other biotechnology classes have been offered with a 97% completion rate, such programs cannot be used as a direct comparison to the bridge program due to the hard-to-serve characteristics of bridge class target population. The target goals for the bridge program align with grant performance requirements but are lower than completed training target in recognition of this fact. Notwithstanding its hard-to-serve population, it is anticipated that there will be a one percent increase in completion in the bridge program’s biotechnology training through each fiscal year of the Agreement.

BACKGROUND:

The San Mateo County Workforce Investment Board (WIB) identified a growing need for workers in the field of biotechnology and submitted a proposal for Bay ABC Grant funds. The Bay ABC Grant awarded funds to the WIB to provide biotechnology career training to dislocated workers. On September 9, 2003, the Board of Supervisors accepted funding from the Bay ABC Grant by Resolution Number 66252 on behalf of the WIB. Additionally, this Resolution authorized the Human Services Agency Director to enter into an Agreement with subcontractors identified by the grant. The San Mateo Community College District was identified by the Bay ABC Grant as a provider of the above-referenced biotechnology training.

 

In addition to the Bay ABC Grant award, the WIB has also received awards from the Department of Labor, the Hewlett Foundation and the Walter S. Johnson Foundation. All of these grants have been accepted by the Board of Supervisors and contribute funds towards the services provided by this Agreement.

 

This Agreement was amended on one previous occasion to increase services as a result of funds from the Department of Labor Biotech Grant (DOL) through Alameda County for the purpose of providing one additional twelve week biotechnology training session for up to twenty (20) participants. Upon satisfactory completion of this Biotechnology program, participants will be eligible for job placement with identified biotech employers.

 

DISCUSSION:

This Second Amendment adds a bridge program to the Agreement transitioning foster youth and adults in East Palo Alto and Daly City for bioscience, allied health degree, and college degree/certificate programs. This bridge program is an academic and vocational training program designed to increase participants’ skills in such areas as health care and life sciences. Funding for this program will come from existing grants. This Amendment also adds an additional (non-bridge program) biotechnology class that will be administered in FY 2005-2006.

 

The Board of Supervisors is being asked to waive the RFP Process for this Second Amendment as San Mateo Community College District is the preferred provider named in both the Bay ABC Grant and the DOL Grant, and it is in the County’s best interest to contract with San Mateo Community College District as they are already providing these services. County Counsel has approved this Second Amendment as to form and Risk Management has approved the Contractor’s Insurance for this Agreement.

 

FISCAL IMPACT:

This Second Amendment increases the total Agreement obligation by $240,775 changing the amount from $189,195 to $429,970 for the term January 19, 2004 through June 30, 2006. Of this amount $116,000 is funded by Bay ABC grant funds, $146,390 is funded by Department of Labor Biotech grant funds, $89,587 is funded by Hewlett Foundation grant funds and $77,993 is funded by Walter S. Johnson Foundation grant funds. The total amount for FY 2003-04 is $58,000. The total obligation for FY 2004-05 is $298,775 and is included in the Adopted Budget. The total obligation for FY 2005-06 is $73,195 which will be included in the Recommended Level Budget. There is no Net County Cost.
