SUBJECT:

Grant Agreements with the Federal Aviation Administration and the California Department of Transportation – Design of Improvements at Half Moon Bay and San Carlos Airports

 

Recommendation

Adopt resolutions authorizing the President of the Board to execute grant agreements with:

 

a)

the Federal Aviation Administration (FAA) that will provide federal funds for the design of maintenance and safety improvements at Half Moon Bay and San Carlos Airports; and

 

b)

the California Department of Transportation (DOT) for matching grants equal to five percent (5%) of the Federal Grants that we are now recommending be accepted by your Board to finance design of maintenance and safety improvements at Half Moon Bay and San Carlos Airports.

Authorizing the execution of the proposed grant agreements will provide funding for the design of airport improvements that will rehabilitate airport infrastructure and enhance safety for airport users.

 

Background

Previous Board Action

Authorized similar agreements with the FAA and California DOT in previous years that provided federal and state funding to finance improvements at both airports.

 

History

We submitted applications to the FAA requesting funding for the design of safety and maintenance improvements at both County airports. The scope of work includes:

 
 

a)

at Half Moon Bay Airport, the installation of additional airport security fencing; construction of a transient parking apron and a south access road to enhance safety on the airport taxiways; rehabilitation of airport taxiways; and airport drainage improvements to correct flooding and safety issues; and

 
 

b)

at San Carlos Airport, the installation of additional airport security fencing; rehabilitation of the airport access road and east side aircraft parking apron; and airport drainage improvements to correct flooding and safety issues.

 

Discussion

1.

The County received grant offers from the FAA on April 12, 2005, in the amounts of $250,000 for Half Moon Bay Airport and $285,000 for San Carlos Airport. The Grants will finance the design of airport improvement projects as described above. The FAA grants are financed from funds budgeted in the 2005/06 Federal fiscal year and the FAA has requested that your Board consider the grant offers as soon as possible and no later than May 31, 2005.

The California DOT has indicated the Division of Aeronautics may provide State matching grants equivalent to five percent (5%) of the Federal grants, which is equivalent to four and three-quarters percent (4.75%) of the projects’ cost. We are recommending that your Board authorize the President of the Board to execute State matching grant agreements as may be offered for the FAA funded grant projects, and the Director of Public Works to sign any other documents such as payment requests associated with the grants, since the grants are received on a reimbursable basis.

 

Resolutions and agreements have been approved as to form by County Counsel and the FAA has executed the grant agreements.

 

Fiscal Impact

FAA grants currently require five percent (5%) in matching funds. The California DOT may provide matching grants equal to five percent (5%) of the FAA grants (4.75% of total project costs). There are sufficient funds in the Airport Enterprise Fund to provide the remaining one-quarter percent (.25%) match for the Airport projects. The projects will be initially financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis, and there are sufficient funds available to manage the cash flow of the design projects. Construction costs for the projects will be financed by future FAA and California DOT grants.

The Airport Enterprise Fund will provide the additional estimated $12,500 and $14,250 proposed to be provided by the California DOT if the State-matching grants are not realized.

 

There is no impact to the General Fund.
