Construction of Pedestrian Access Improvements - Fair Oaks Elementary School - North Fair Oaks Area (Federal Project Number STPLHSR -5935(27), F-36 [365A])

 
   

Recommendation

 

Adopt a resolution awarding and authorizing execution of a contract for the construction of pedestrian access improvements adjacent to the Fair Oaks Elementary School.

The proposed project will provide walkways that can be used by students to access the Fair Oaks Elementary School.

Previous Board Action
 

1.

Adopted Resolution No. 067232 on March 29, 2005, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 
     

2.

Adopted Resolution No. 64819, authorizing the Director of Public Works to apply for and accept a Federal “Safe Routes to School” (SRS) grant to fund up to 90% of eligible costs to construct walkways adjacent to the Fair Oaks Elementary School.

 
     

3.

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 
   

History

 

Fair Oaks Elementary School (School) is situated in an area that has a mix of commercial and residential use. Approximately 60% of the students walk to School and access the School grounds via Oakside or Hampshire Avenues. Your Board authorized the Director of Public Works in cooperation with the Redwood City Elementary School District to apply the previously described grant to improve the pedestrian access to the School from these streets.

 
   

Discussion

 

On April 26, 2005, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $138,794.20 was the lowest bid received. The Engineer's estimate was $145,000. A summary of the bids received is as follows:

We have also reviewed the contract documents and have determined that the Equal Employment Opportunity Program of Sposeto Engineering, Inc. is in accordance with the current Equal Employment Opportunity Program Guidelines.

 
   

A resolution has been approved as to form by County Counsel.

 
   

Fiscal Impact

 

The total overall estimated cost of the project is $152,700, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, linear feet of concrete pipe, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weights of the material and the actual limits of the as constructed project. The Director, as authorized by your Board, has executed an agreement which provides that the County will be reimbursed for the cost of constructing a driveway as requested by the School, as driveway costs are not considered an eligible item by Caltrans. Redwood City has executed the agreement on behalf of the School.

   

There is no impact to the General Fund.
