Recommendation
|
Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

Previous Board Action
|
Adopted Resolution No. 067036 on November 9, 2004, which authorized the Director of Public Works to submit an application for Federal Surface Transportation Program Funding to finance a portion of the cost to resurface Pescadero Creek Road within the above-described limits.

History
|
Pescadero Creek Road is approximately 1.5 miles long and provides access to the County’s Memorial Park facilities and is the only connection to Highway 84 or Highway 1 for the property owners that live along this road.
|

|
All but a 2.2 mile section of the road, including this portion of the road, has been improved or resurfaced in the past. The remaining 0.7 mile section of the road not covered by this proposed project is currently being designed and we will be bringing a recommendation to resurface the 0.7 mile section to your Board in a separate report.

|
Your Board approved the use of the $310,000 in federal funds that was made available through the City/County Association of Government’s (C/CAG) Transit Oriented Development Incentive Program (TOD) to resurface this section of the road. The TOD funds were a result of the Colma BART Apartment Associates (Apartment Associates) constructing high density housing on the San Mateo County Transit District (SamTrans) property near the Colma BART Station. Your Board approved of a like amount of 1/2 Cent Funds to make improvements to El Camino Real associated with the high density housing and which also could have used the TOD funds, in order to meet the time constraints for using the federal funds.

Discussion
|
The proposed project, totaling approximately 1.5 miles in length, will repair failed pavement areas, place a leveling course to improve the overall grade and cross section of the road, and resurface the road with a uniform layer of asphalt concrete to improve its riding quality.
|

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Coastal Development Permit Exemption (CDX). The CEQA Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.
