SUBJECT:

Agreement with the City and County of San Francisco for the Distribution of the Fiscal Year 2004 Urban Area Security Initiative Regional Funds to the County of San Mateo.

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board of Supervisors to execute an Agreement with the City and County of San Francisco for the distribution of $1,500,000 to the County of San Mateo as part of the Fiscal Year 2004 Urban Area Security Initiative (FY04 UASI) grant program.

This grant enhances the ability to prevent, deter, respond to and recover from threats and incidents of terrorism as well as natural disasters.

BACKGROUND:

The federal Department of Homeland Security (DHS) provided funding to California’s Office of Homeland Security (OHS) through the FY04 UASI. In 2004, San Francisco was designated as one of 10 urban areas eligible to apply for funding through the FY04 UASI program and subsequently awarded $26,481,275. As part of the grant requirements, portions of the award are being disbursed to adjoining counties in order to:

ê

address unique planning, equipment, training and exercise needs of large urban areas;

ê

assist in building an enhanced and sustainable capacity to prevent, respond to and recover from threats or acts of terrorism; and

ê

assist identified mass transit authorities in the protection of critical infrastructure and emergency preparedness activities.

   

DISCUSSION:

The City and County of San Francisco Office of Emergency Services is taking a regional metropolitan area approach to the development and implementation of the FY 2004 UASI grant program by disbursing $1,500,000 to the County of San Mateo.

The Sheriff’s Area Office of Emergency Services, through partners in law enforcement, fire services, public works and public health, identified 11 projects in which the awarded funding will be utilized.

Nine (9) projects relate to equipment purchases totaling $1,444,000. Purchased equipment will be designated as regional and county mutual aid equipment and not the property of any one agency. Authorized expenditures include:

Interoperable Communications WiFi System - $350,000

ê

SAR Mobile Command Post - $100,000

ê

Terrorism Early Warning Community Alert System - $350,000

ê

CBRNE Response Vehicle to deploy SWAT - $243,000

ê

Emergency Alert Notification System - $6,000

ê

Bomb Robot - $140,000

ê

Personal Air Purifier Respirators (PAPR) - $25,000

ê

FIRE - Breathing Support Vehicle - $180,000

ê

EMS - Pharmaceuticals for stockpile - $50,000

   

The remaining two (2) projects relate to Weapons of Mass Destruction planning and training totaling $56,000.

 

Any changes in the grant will be requested through the San Francisco Office of Emergency Services after the approval of the San Mateo County Homeland Security Grant Approval Authority, which has overall authority over the San Mateo County Homeland Security grants administered through the Sheriff’s Area Office of Emergency Services.

County Counsel has reviewed and approved the Resolution and Agreement as to legal form.

 

FISCAL IMPACT:

This grant is 100% funded, requiring no matching funds. There is no impact on the County, OES, or Sheriff’s Office net County cost.
