SUBJECT:

Cape or Slurry Sealing of Various Streets in the Broadmoor Village, Colma, San Mateo Highlands, Emerald Lake Hills, West Menlo, Ladera, and Los Trancos Areas (Project No. RD601, F-36 [302E])

 

Recommendation

Adopt a resolution adopting plans and specifications dated April 29, 2005, determining prevailing wage scales, determining the low bidder and authorizing execution of a contract for the above referenced project.

The proposed cape or slurry sealing of the various streets will aid in maintaining these streets for the benefit of the public.

 

Background

Previous Board Action

Adopted Resolution Number 066989 on October 19, 2004, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

 

History

The proposed project was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.

 

Discussion

The proposed project, totaling approximately 6.0 miles in length, consists of the repair of failed pavement areas, the slurry or cape sealing of the roadways, and the removal and replacement of traffic loop detectors. The roads to be slurry or cape sealed are listed on Exhibit “A.”

 

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

On May 17, 2005, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $279,480.19 was the lowest bid received. The Engineer's estimate was $321,000. A summary of the bids received is as follows:

We have reviewed the Contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by Graham Contractors, Inc. is in accordance with the current Equal Employment Guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost of this project is $307,500, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., square yards of slurry and cape seal placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual areas may vary somewhat from the original estimates.

 

Sufficient Road Funds have been budgeted to finance the project.

 

There is no impact to the General Fund.
