Peninsula Traffic Congestion Relief Alliance

 

RECOMMENDATION:

It is recommended that the County of San Mateo indicate its intention to become a member of the Joint Powers Authority known as the Peninsula Traffic Congestion Relief Alliance.

BACKGROUND:

The Peninsula Traffic Congestion Relief Alliance (The Alliance) is a joint powers authority of fifteen cities in San Mateo County. The Alliance was formed in May 2000. The primary objective of The Alliance is to reduce the number of single occupant vehicles traveling in, to, and through San Mateo County resulting in reduced vehicle emission and improved air quality. The Alliance accomplishes this goal through sales, marketing, and management of transportation demand management programs provided to commuters, local employers, and residents. The Alliance is funded from state and federal grants and with funds from Measure A through the Transportation Authority.

The Alliance has embarked on a program to become a countywide transportation demand management agency. They are seeking to expand their membership to all cities and to the county. The County of San Mateo has been formally asked to join the joint powers authority.

We would recommend that the County of San Mateo become a member of the Joint Powers Authority operating as the Peninsula Traffic Congestion Relief Alliance.

We would be required to have one Board member serve on the JPA Board which meets quarterly.

If the Board of Supervisors agrees with our recommendation, the staff of the JPA would prepare a revised JPA document to reflect our proposed membership. By voting today, the Board of Supervisors authorizes the President to send a letter to the Peninsula Traffic Congestion Relief Alliance signaling the County’s intent to become a member. Our membership would only become official upon review and approval of the terms of the joint powers agreement.
