Amendment to the Agreement with American Medical Response West for Medical and Non-Medical Transportation of Selected Patients

RECOMMENDATION:
|
Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with American Medical Response West (AMR) to provide medical and non-medical transportation of selected patients through December 31, 2005 for an annual amount of $168,000.
|

BACKGROUND:
|
In 1999 your Board approved an Agreement with AMR for medical and non-medical transportation of selected patients. The original term of this Agreement was through December 31, 2004 with two, two-year extensions at the option of the County.

On December 14, 2004 your Board approved an amendment to that Agreement extending the term of the contract to March 31, 2005.
|
|
The services provided under this contract include clients of SMMC and the Health Department because they were a single department when this contract was executed. The two departments plan to have separate contracts with the Contractor by January 1, 2006.
|
|
There is no provision in the current Agreement for the transport of patients to SMMC from County clinics.
|
|
DISCUSSION:
|
The Health Department and SMMC need additional time to complete the separate contracts with AMR. The contract that is being extended includes the following transportation services:
• Inter-facility transfer of SMMC in-patients to other health care facilities.
• Persons on Welfare and Institutions Code Section 5150 for in-hospital psychiatric evaluation, and
• Mental health clients for court appearances.

The Agreement is also being amended, at the request of SMMC, to include a provision for the transport of medically stable patients from County clinics to SMMC.
|
|
The Health Department is currently working with AMR to develop a new program that will provide assessment and transportation of persons exhibiting behavioral emergencies in the field setting. This new program will be included in the contract that the Health Department will submit to you within the next three months.

FISCAL IMPACT:
|
The annual cost for non-emergency transport have been included in the 2004-2005 approved budgets for each Department. $100,000 is in the Mental Health budget and $68,000 is in the SMMC budget. The recommended budgets for 2005-06 for each department include the same amounts. The Amendment will not result in any new net county cost.
