Goals # 5 and #20: Provide residents access to healthcare and preventive care and Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.
The Agreement contributes to these commitments and goals by providing patients with HIV/AIDS an opportunity to receive experimental therapies that otherwise may not be available to them. The Agreement also makes it possible for San Mateo County to remain on the leading edge of clinical research in HIV/AIDS and for County employees and contractors to develop the necessary clinical skills to meet the challenges of treating patients with HIV/AIDS.

On June 30, 1998, your Board approved an Agreement with Stanford University to accept funds to support research activities for clinical trials associated with Stanford’s ACTU at the Willow Clinic. The term of the Agreement was one year, from January 1, 1998 through December 31, 1998. The maximum amount of reimbursement was $53,544.
On October 20, 1998, your Board approved Amendment Number 1 to the original Agreement, which expanded the research sites to include the Edison Clinic and increased reimbursement from Stanford by $18,287, to $71, 831.
Collectively, your Board approved five more Amendments after Amendment
Number 1, which extended the term of the Agreement through December 31, 2004, and increased the maximum amount of reimbursement by $393,355 to $441,118.

Participation with Stanford in clinical trials allows: a) patients with HIV/AIDS to receive experimental therapies that they otherwise may not be able to receive; b) the County to continue to remain on the leading edge of clinical research in HIV/AIDS; and c) County employees and contractors to develop the necessary clinical skills to meet the challenges of treating patients with HIV/AIDS.
Amendment No. 7 extends the Agreement one year, through December 31, 2005 and increases the reimbursement amount by Stanford by $44,234.

The new term of the Agreement is January 1, 1998, through December 31, 2005.
Delay in processing this Amendment is due to Stanford’s delay in providing San Mateo Medical Center with the Amendment.
The reimbursement from Stanford University is increased by $44,234, from $441,118 to $485,352. Funds are included in the Adopted Budget for FY2004-05 and in the Recommended Budget for FY2005-06.
