RECOMMENDATION:

1. Adopt the attached revised “Statement of Principles to Guide Midcoast Growth”.
2. Authorize staff to work with the Board Sub-Committee to align the previously discussed Planning Commission recommendations (work tasks) with the Statement of Principles.

BACKGROUND:
|
To date the Board of Supervisors has held a study session and three public hearings on the Planning Commission’s recommendations for revisions to the Local Coastal Plan for the midcoast. Following the last public hearing, the Board determined that it wanted to review a set of principles which could serve as a “vision” within which the specific Planning Commission recommendations could be framed. As a Sub-Committee of the Board we worked with staff to prepare a draft set of principles. These were presented to the Board of Supervisors at the Board meeting of April 26, 2005. Public comment was received and the Board provided feedback to staff on the draft. Staff was asked to further work with the Sub-Committee to develop a revised draft of the Statement of Principles.

Attached please find a revised draft of the Statement of Principles. There are two copies: a “clean” copy and a “red-lined” copy.
It is recommended that the Board of Supervisors review these principles at the meeting of June 7, 2005. It is hoped that the Board can finalize action on the principles at that time and adopt them to guide further work.
Once the Statement of Principles is adopted by the Board of Supervisors, it is recommended that staff be authorized to work with the Sub-Committee to align the previously discussed Planning Commission recommendations with the Statement of Principles. The document that results from this work would be brought back to the Board of Supervisors as the next step in consideration of the Local Coastal Plan update.
