Execute an agreement with Geoffrey Rutledge, M.D., Ph.D.

 

RECOMMENDATION:

Adopt a resolution authorizing the execution an Agreement with Geoffrey Rutledge, M.D., Ph.D. for consulting services for the term of July 1, 2005 to June 30, 2006, in an amount not to exceed $207,097.

BACKGROUND:

During fiscal year 2002-2003 the San Mateo Medical Center recognized the need to increase the use of Information Technology (IT). To ensure proper IT decisions were made, a long-range information technology strategic plan (ITSP) was completed for the San Mateo Medical Center. The planning horizon of the ITSP is five years. As we implement the ITSP, physician leadership is a requirement to ensure adoption and to support clinical IT initiatives by physicians. Prior to coming to SMMC, Dr. Rutledge was a consultant specializing in IT development for patient care providers at a successful online medical firm and is currently an Attending Physician in E.R. at SMMC.

 

DISCUSSION:

Dr. Rutledge has been involved in the implementation of the SMMC ITSP by identifying and prioritizing initiatives to best meet the business objectives of SMMC, since January 1, 2005. He is currently leading high-priority clinical initiatives such as electronic prescribing, chemotherapy prescribing, emergency department electronic medical record, electronic medical record signature, obstetrics/gynecology documentation, clinician’s portal, and bar-coded medication administration. Dr. Rutledge has demonstrated a unique ability to balance the perspective of IT professionals with a physicians’ background resulting in significant progress in the area of clinical application development and implementation of SMMC ITSP. He provides an IT leadership role for the physician community.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2005 through June 30, 2006. The maximum amount payable under this Agreement is $207,097. Funding for this Agreement is included in the ISD FY 2005-2006 recommended budget.
