SUBJECT:

Agreements with the City and County of San Francisco and PALCARE for Child Care Services through the end of FY 2004-05

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to:

 

1.

Execute an agreement with the City and County of San Francisco, through the Airport Commission, guaranteeing revenue for child care services through June 30, 2005, in an amount not to exceed $250,000

   

2.

Execute an amendment to the agreement with PALCARE guaranteeing revenue received from the City and County of San Francisco, through Airport Commission for child care services through June 30, 2005, in an amount not to exceed $250,000

The County’s agreements with the Airport and PALCARE contribute to the goals by collaboratively working together to meet childcare needs. PALCARE offers a safe and educational environment to over 260 children ranging in ages 3 months to six years. About 90 children are from airport families and 12 are from County families.

BACKGROUND/DISCUSSION:

Since 1991 the County has had collaborative agreements with the City and County of San Francisco, through its Airport Commission, and PALCARE for the provision of child care services for Airport employees and the community.

 

PALCARE, which has a separate long-term operating lease agreement with the County, utilizes a County-owned facility at 945 California Drive in Burlingame that accommodates the childcare center. The most recent childcare service agreements expired on June 30, 2004 and included four-year options to extend. The agreements totaled $250,000 and guaranteed Airport employees 100 childcare slots, scholarships for low-income families, waiver of various fees including registration and flexible schedules.

 

On May 31, 2005 the County received notification from the Airport of its wish to exercise Option #1 to extend the agreement through the end of FY 2004-05 and increase the annual amount. PALCARE also wishes to extend the term and amount of agreement.

 

The County’s agreement with PALCARE continues to include a provision granting County employees priority enrollment status at the childcare center.

 

FISCAL IMPACT:

The term of the agreements will be extended through June 30, 2005. The Airport will cover the $250,000 annual payment for PALCARE.
