Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification actions, combining of two part time positions in to one full time, and salary range adjustments will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying three positions,

converting one unclassified position to classified status as required by Measure D,

converting two part time positions into one full time position, and

adjusting the salary of two positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 12000 COUNTY MANAGER

Action:

Reclassify: One position of D153, Office Services Manager

Biweekly Salary: $2129.60 – 2661.60

Approximate Monthly Salary: $4615 – 5767

To: One position of D003, – County Manager Office Manager

Biweekly Salary: $2235.20 – 2793.60

Approximate Monthly Salary: $4843 – 6053

Explanation:

This is a reclassification of one filled position of Office Services Manager to the new classification of County Manager Office Manager. The duties of this position are distinct from the general classification of Office Services Manager and warrant a separate classification and a salary level comparable to other office manager classifications with similar responsibilities. This action represents a monthly salary and benefits cost of $368 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 19500 FIRST FIVE OF SAN MATEO COUNTY

Action:

Reclassify: One position of B020, Fiscal Office Assistant II

Biweekly Salary: $1302.40 – 1628.00

Approximate Monthly Salary: $2822 – 3528

To: One position of B067, – Fiscal Office Specialist

Biweekly Salary: $1490.40 – 1863.20

Approximate Monthly Salary: $3229 – 4037

Explanation:

This is a reclassification of one filled position of Fiscal Office Assistant II to the classification of Fiscal Office Specialist. The duties of this position are more appropriately represented by the Fiscal Office Specialist classification. This action represents a monthly salary and benefits cost of $662 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 20000 RETIREMENT OFFICE

Action:

Adjust: The salary for the classification of D078, Investment and Finance Manager

Current Biweekly salary: $3144.80 – 3931.20

Current Approximate Monthly Salary: $6814 – 8518

New Biweekly salary: $3341.60 – 4552.00

New Approximate Monthly Salary: $7891 – 9863

Explanation:

This is an adjustment to the salary of the Investment and Finance Manager. With the re-establishment of the Assistant Executive Officer and the establishment of the new position of Retirement Benefits Manager, the salary level of the Investment and Finance Manager was studied to determine if it should be adjusted. The survey indicated that an upward adjustment was warranted based on external and internal comparisons. This action represents a monthly salary and benefits cost of $1748 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 30000 SHERIFF’S OFFICE

Action:

Combine: Two half time positions of E407, Storekeeper

Biweekly Salary: $1348.00 – 1684.80

Approximate Monthly Salary: $2921 – 3651

Into: One full time position

Same salary range

Explanation:

This is the combination of two half time Storekeeper positions into one full time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action decreases the total number of authorized positions by one.

Adjust: The salary for the classification of D196, Forensic Laboratory Manager

Current Biweekly Salary: $3467.20 – 4334.40

Current Approximate Monthly Salary: $7513 – 9392

New Biweekly Salary: $3641.60 – 4552.00

New Approximate Monthly Salary: $7891 - 9863

Explanation:

This is an adjustment to the salary of the Forensic Laboratory Manager. A salary survey indicated that the salary for this position was below that of comparator agencies resulting in recruitment problems. The upward adjustment brings the salary closer to the average of our comparator counties. This action represents a monthly salary and benefits cost of $612 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 37000 COUNTY LIBRARY

Action:

Change: One position of B182S, Community Program Specialist-Unclassified

Biweekly salary: $1886.40 – 2357.60

Approximate Monthly Salary: $4088 – 5109

To: Classified Status

Same salary range

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action:

Reclassify: One position of D023, Health Services Manager I

Biweekly Salary: $2716.00 – 3395.20

Approximate Monthly Salary: $5885 – 7357

To: One position of D036, Clinics Manager

Biweekly Salary: $3144.80 – 3931.20

Approximate Monthly Salary: $6814 – 8518

Explanation:

This is the reclassification of one filled position of Health Services Manager I to the classification of Clinics Manager. This is part of a clinic reorganization that has been implemented over a one-year period. The reorganization and reclassification are designed to provide management oversight and direction to the six clinics. This action represents a monthly salary and benefits cost of $1509 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassification actions and salary adjustment represent a monthly salary and benefits cost of $4,899 or an annual cost of $58,788.
