Acceptance of a Donation from the Friends of Huddart and Wunderlich Parks in the Amount of $18,250

 

RECOMMENDATION:

1)

Adopt a Resolution accepting a donation from the Friends of Huddart and Wunderlich Parks in the amount of $18,250; and

2)

Authorize an Appropriation Transfer Request in the amount of $18,250

Goal(s) 15: Residents have nearby access to green space, such as parks and recreational opportunities.

 

This donation will contribute to the goal by providing part of the funding to replace a bridge at the entrance of Wunderlich Park, which entrance is currently not accessible.

 

BACKGROUND:

The Friends of Huddart and Wunderlich Parks is a non-profit organization that provides diverse support for the Huddart and Wunderlich Parks. They have funded repairs of the Carriage House at Wunderlich Park and are currently fundraising for the Folger Estate Stable Renovation Project.

A bridge that served as the main entrance to the Wunderlich Park was severely damaged on January 1, 2004 during a heavy storm. Staff created an alternative temporary entrance to the Park; however, the entrance is less than ideal for equestrians with trucks and horse trailers destined for the Folger Stable.

An examination of the damage to the bridge by Gilpin Geosciences, a geotechnical firm, showed that there were severe problems with the foundation and the bridge needed to be replaced. As the bridge spans a creek, Gilpin Geosciences recommended the use of a pre-fabricated steel beam bridge product by US Bridge rather than a pre-cast concrete culvert to reduce the amount of excavation.

 

DISCUSSION:

The estimated cost of this bridge replacement is $45,250, which includes approximately $25,000 for the bridge itself. The Friends wish to donate $18,250 toward the cost of the bridge.

Staff expects the project to be completed by October 5, 2005 and currently are reviewing preliminary plans and obtaining necessary permits for the demolition of the old bridge. Staff will also construct the foundation for the new bridge.

 

FISCAL IMPACT:

The Friends’ donation is $18,250 for the bridge replacement project. A donation of $7,000 from the Parks and Recreation Foundation was also received for the preparation of engineering plans and permitting. The balance of the project costs or $20,000 will be taken from the Huddart Park Trust Fund.
