Phase 2 Improvements - Edgewood County Park and Natural Preserve Interpretive Center - Redwood City Area

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for the Phase 2 Improvements (Parking Lot) of the Edgewood County Park and Natural Preserve Interpretive Center (Interpretive Center).

The proposed parking lot is part of an overall plan to provide an Interpretive Center at Edgewood Park that will serve as an educational center to inform the public about the Park and Natural Preserve.

 

Background

The San Mateo County Parks & Recreation Foundation (Foundation) in conjunction with the Parks Division of the Environmental Services Agency developed concept plans for the Interpretive Center which includes the parking lot, a 1,200-square-foot building and 1,500-square-foot outdoor deck, improvements to the existing parking areas, a new pedestrian bridge, and a new water storage tank.

 

The Interpretive Center is proposed to be built in three phases:

Phase 1 is the construction of the bridge and access boardwalk foundations together with the placement of the prefabricated bridge and boardwalk;

 

Ø

Phase 2 is the construction of the parking lot area for buses and overflow parking; and

 

Ø

Phase 3 is the construction of the new building/deck, utilities, and improvements to the main parking area which is proposed to be constructed in the 2006/07 fiscal year.

 

Discussion

The Foundation is donating the prefabricated bridge and boardwalk and the Construction Services Division of Public Works will install the foundation as this work needs to be completed prior to the contract work on the adjoining parking lot (Phase 2).

 

The Phase 2 work will provide for 22 designated parking spaces and the parking lot will consist of a permeable asphalt paving material to reduce runoff. A new entrance driveway will be added at the west end of the parking area to provide for the one-way circulation of buses through the parking area. A 5-foot-wide unpaved pedestrian path will be built along the northern bank of Cordilleras Creek and will connect to the boardwalk and bridge that is proposed in the Phase 1 work.

 

The necessary environmental document for the project has been completed by the Parks Division and mitigations, such as the permeable pavement, have been incorporated into the project plans.

 

A resolution and the proposed contract have been approved as to form by County Counsel.

 

The Director of the Environmental Services Agency and the Acting Director of the Parks and Recreation Division of the Environmental Services Agency concurs in our recommendation.

 

Fiscal Impact

The estimated construction cost of Phase 2 is $160,000 and is proposed to be financed with funds from the State Park Bond Act and funds made available through the Foundation. We will present an Appropriation Transfer Request (ATR) for your consideration which will identify the amount of funds from each source, after the bids are opened and the low bid is known, and prior to our recommending that a contract be awarded for the project.

 

As stated previously, the Foundation is also donating the bridge and boardwalk (Phase 1 work). The installation of the foundation is estimated to cost $45,000 and will also be financed with Foundation Funds. This amount will also be included in the ATR as described above.

 

There is no impact to the General Fund.
