Agreement with Community Dental Care Inc., a California Nonprofit Corporation

 

RECOMMENDATION:

Adopt a resolution:

 

A)

Authorizing the President of the Board to execute an Agreement with Community Dental Care Inc., in the amount of $198,774 to provide HIV dental services for the period of March 1, 2005 to February 28, 2006; and

 

B)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to these commitments and goals by providing dental services to clients of the AIDS Program to improve the quality of life for those living with, or at-risk for, HIV/AIDS.

BACKGROUND:

Community Dental Care has provided quality dental services for clients of the San Mateo County AIDS Program (SMCAP) since 1994. A large percentage of AIDS Program clients have major dental problems, which impact an already compromised immune system. Regular dental care is an integral part of the medical care of people with HIV/AIDS, enabling them to obtain maximum nutrition and to avoid sources of infection.

 

A Request for Proposals (RFP) for HIV Dental Services for the three-year period of March 1, 2004 to February 28, 2007, was released in November 2003. This is the second year of services provided by the contractor selected to provide these services. Contracts are completed on an annual basis due to uncertainity of funding.

 

On February 15, 2005 your Board approved Resolution No. 067182, authorizing the Controller to continue payments on the previous Agreement for the period of March 1, 2005 to June 30, 2005, which allowed continuation of services until funding notification was received.

 

DISCUSSION:

SMCAP has been awarded Ryan White CARE Act, Title I funds to provide HIV dental care services for FY 2005-06. The contract provides for dental services two (2) days a week for approximately 120 HIV+ persons. Payments made under this contract are on a fee-for-service basis. These services assist the AIDS Program in reaching its goal of increasing client self-sufficiency and quality of life.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2005 through February 28, 2006. The maximum amount of funding for the agreement is $198,774. The AIDS Program Adopted Budget for FY 2004-05 includes funds in the amount of $66,258, and the Recommended Budget for FY 2005-06 includes $132,516. Any ongoing expenditures will be reduced if future funding is not available. Maintenance of County effort is required for all CARE funding which amounts to the Net County Cost for the AIDS Program for FY 2004-05 of $373,000.
