RECOMMENDATION:
|
Adopt a resolution authorizing the President of the Board to execute an agreement with Dewey Pest Control to provide rodent control treatment in the unincorporated areas of the County and at County facilities for the term of June 1, 2005 through October 31, 2007 in the amount of $117,585.

BACKGROUND:
|
Over the last thirty years, San Mateo County has recommended rodent control in sanitary sewer systems, natural drainage creek areas, parks, parking lots, lagoons, marinas, in rip-rap along shore lines and other designated areas. Environmental Health has established detailed specifications, general provisions and evaluation guidelines to assist in the implementation of a rodent control program. The recommendations include preparations of materials to be used, method of installation, specific rodenticide, frequency of inspection, bait replacement and reinstallation of bait stations, inspection procedures, record of work to be submitted on proposed work summary sheets, correction of deficiencies, inspection and reinspection of contractor’s work, ongoing evaluation of program and recommendations on modification of program or inspection procedures. These recommendations serve to assist cities as well as the County in their selection of contractors to perform the work.

DISCUSSION:
|
Domestic rat populations continue to exist throughout San Mateo County. The purpose of a countywide rodent control program is to mitigate expansion of the rodent population and to reduce the risks of personal contact between residents and rodents. The season for controlling rats crosses fiscal years and is June 1 though October 31. The agreement with Dewey Pest Control will ensure that County facilities and the unincorporated areas will continue to have a rodent control program.

The Purchasing Division advertised a request for proposal (RFP) from registered pest control companies to conduct a rodent control treatment program for County facilities and the unincorporated areas in San Mateo County. Only one pest control company responded to the RFP. Dewey Pest Control was chosen based on their level of experience and past experience.

County Counsel has reviewed and approved the Resolution and Agreement as to form, and Risk Management has reviewed and approved the Contractor’s insurance coverage.

FISCAL IMPACT:
|
The term of the agreement shall be from June 1, 2005 through October 31, 2007. The maximum amount payable under this agreement shall not exceed $117,585. The appropriation of $9,588 for one month of services is included in the FY 2004-05 budget. The appropriation of $39,195 for FY 2005-2006 for the full five-month rat-control season is included in the recommended budget. Future budgets will include appropriations of $39,195 for FY 2006-2007 and $29,607 for four months of services in FY 2007-2008. This contract is part of the Vector Control Program, which is funded through Solid Waste Funds.
