SUBJECT:

Amendment to the Agreement with the State of California Emergency Medical Services Authority to Implement an EMS for Children (EMSC) Program Update and Expansion Program

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with the State of California Emergency Medical Services Authority to Implement an EMS For Children (EMSC) Program Update and Expansion Program extending the term through December 31, 2005 with no change in amount.

This contract contributes to the goal by improving EMS services to children. It helps to establish protocols and training for pediatric assessment and treatment.

BACKGROUND:

In September 2004 your Board approved an Agreement with the State of California Emergency Medical Services Authority to Implement an EMS for Children (EMSC) Program Update and Expansion Program in the amount of $75,000. The contract term was July 1, 2004 through June 30, 2005.

 

The scope of this contract includes revising of pre-hospital pediatric treatment protocols, establishing a mechanism for quality improvement for pre-hospital care of children, training paramedics in pediatric assessment and management, reviewing the three out-of-county pediatric critical care centers, and integrating a new EMS for children component to serve children with special needs.

 

DISCUSSION:

The contract extension is needed in order to make site visits to the three out-of-county tertiary pediatric critical care units receiving San Mateo County critically ill children (Lucile Packard, University of California San Francisco, California Pacific Medical Center). The pediatric intensivist physician who will be assisting with the site visits is not available until late summer.

 

This amendment extends the agreement through December 31, 2005. The funding amount is unchanged.

 

FISCAL IMPACT:

The term of the Agreement is extended through December 31, 2005. The funding amount of $75,000 is unchanged. The unexpended funds are included in the EMS recommended budget for FY 2005-06. There is no County cost associated with this amended agreement.
