Twenty-Minute Time Limited Parking Zone in Conjunction with the “Pilot” Day Labor Program on Middlefield Road (County Road No. 29-B), North Fair Oaks Area

 

Recommendation

Adopt a resolution:

 

1)

rescinding the loading zone in front of 2920A Middlefield Road; and

 

2)

designating a 20-minute time limited parking zone at 3180 Middlefield Road to facilitate the pick up and drop off of day laborers at the San Mateo County Day Labor “Pilot” Program (Program) facility.

The establishment of a twenty (20) minute parking zone will improve access to the day labor facility and help facilitate the matching of job seekers with potential employers.

 

Background

Previous Board Action

Approved a General Fund appropriation for $20,000 in the FY 2004-05 Budget to help finance the creation and operation of the Program in the North Fair Oaks area.

 

Adopted Ordinance No. 7.24.690 which established a two (2) hour parking zone between the hours of 9:00 a.m. and 4:00 p.m. on both sides of Middlefield Road and which allowed for the creation of loading zones within the two hour parking zones.

 

Adopted Resolution No. 67230 establishing a Passenger Loading Zone in front of 2920A Middlefield Road for the Program facility.

 

History

We previously recommended and your Board adopted a resolution authorizing a passenger loading zone at 2920A Middlefield Road as this was the proposed location of the County’s Program. However, the Program was subsequently moved to its current site at 3180 Middlefield Road.

 

Discussion

We are recommending that a twenty-minute time-limited parking zone be established that would supercede the loading zone as allowed by the Section 7.24.690 of the Ordinance Code, as vehicles parked for an extended time in front of the day labor facility may make it difficult for potential employers to park.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The installation of Twenty-Minute Parking Zone signs and curb painting is estimated to cost $500 and is proposed to be funded with Road Funds that have been appropriated this fiscal year to finance small road related improvements or traffic related installations.

 
 

There is no impact on the General Fund.
