Pescadero Creek Road Resurfacing Project from 1.5 Miles West of Dearborn Park Road to 0.1 Miles East of Butano Cut Off (Project No. RF201, F-231)

Recommendation
|
Adopt a resolution adopting plans and specifications dated April 8, 2005, determining prevailing wage scales, determining the low bidder and authorizing execution of a contract for the above referenced project.
|

This project will improve the condition of the road surface within the project area for the benefit of the residents as well as the general public.

Previous Board Action
|
Adopted Resolution No. 066989 on October 19, 2004, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

History
|
The resurfacing of this portion of Pescadero Creek Road was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.
|

On June 7, 2005, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

We have reviewed the contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by Half Moon Bay Grading and Paving, Inc., is in accordance with the current Equal Employment Guidelines.

|
The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Coastal Development Permit Exemption (CDX). The CEQA Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

A resolution has been approved as to form by County Counsel.
|

Fiscal Impact
|
The total estimated cost of this project is $197,500, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of pavement placed.

Sufficient Road Funds have been budgeted to finance the project.

There is no impact to the General Fund.
