RECOMMENDATION:

Adopt a Resolution:

    A) Authorizing a First Amendment to the Agreement with Signet Testing Labs, Inc. to provide inspection and materials testing as required by the California Building Code for the construction of the San Mateo County Youth Services Center, increasing the not-to-exceed fee by $93,371, from $306,629 to $400,000 and extending the term of the agreement from November 1, 2006 to June 30, 2007.

    B) Authorizing the Assistant County Manager to execute subsequent amendments not-to-exceed $50,000 as may be needed for these services.

This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community. Capital Projects is meeting its performance target to manage one project, the Youth Services Center, which is on schedule and within budget.

BACKGROUND:

On November 18, 2003, by Resolution 066349, the County entered into an agreement with Signet Testing Labs, Inc. to provide inspection and materials testing to ensure quality control and compliance with building codes during the construction of the Youth Services Center project.

 

DISCUSSION:

Signet Testing Labs, Inc. has provided satisfactory service to date. Their original estimated proposal was for anticipated hours based on a review of the preliminary plans, specifications, and schedule. These documents have now been finalized. Construction of the project is well underway, and it is necessary to increase Signet’s fee to meet the inspection requirements and staffing needs for completing the remaining work in accordance with the approved schedule and contract documents.

Unforeseen conditions could arise that would require additional amendments and potentially delay construction progress. Authorizing the Assistant County Manager to execute any subsequent amendments not-to-exceed a total of $50,000 would facilitate the project schedule.

 

FISCAL IMPACT:

The project budget is $148,203,000. This project is funded by the sale of lease revenue bonds and a Federal grant. This action does not affect the project budget.
