Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification actions and splitting of one full-time position into two part-time positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

 
 

Discussion

The salary ordinance changes herein represent:

reclassifying three positions,

splitting one full time position into two half time positions, and

converting one unclassified position to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 13000 ASSESSOR-COUNTY CLERK RECORDER

Action:

Convert: One position of B275-U, Info Technology Manager-unclassified

To: Classified status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefit costs. There is no change in the total number of authorized positions.

ORGANIZATION 17000 EMPLOYEE AND PUBLIC SERVICES

Action A:

Delete: One position of D184S, Management Analyst Series

Biweekly salary: $2463.20 – 3079.20

Approximate Monthly Salary: $5337 – 6672

Add: One position of D060, Financial Services Manager I

Biweekly salary: $2716.00 – 3395.20

Approximate Monthly Salary: $5885 – 7357

Explanation:

This is the reclassification of a filled position of Management Analyst to the classification of Financial Services Manager. This position is responsible for managing the Animal Licensing Program as well as for providing a variety of fiscal and financial services more appropriately classified at the Financial Services Manger I level. This action represents a monthly salary and benefits cost of $685 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 20000 RETIREMENT OFFICE

Action A:

Delete: One position of E491, Retirement Analyst

Biweekly salary: $1683.20 – 2104.00

Approximate Monthly Salary: $3647 – 4559

Add: One position of D077, Retirement Benefits Manager

Biweekly salary: $2852.80 – 3565.60

Approximate Monthly Salary: $6182 – 7726

Explanation:

This is the addition of a new position of Retirement Benefits Manager and the deletion of a vacant Retirement Analyst position. The new position of Retirement Benefits Manager is designed to improve customer service and overall management and direction to staff. This action represents a monthly salary and benefits cost of $3167 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Action B:

Delete: One position of V235, Information Technology Analyst

Biweekly salary: $2668.00 – 3335.20

Approximate Monthly Salary: $5781 – 7227

Add: One position of D076, Assistant Executive Officer

Biweekly salary: $3467.20 – 4334.40

Approximate Monthly Salary: $7513 – 9392

Explanation:

This is the addition of a new position of Assistant Executive Officer and the deletion of a filled Information Technology Technician position. The new position of Assistant Executive Officer is designed to improve customer service and overall management and direction to staff. This action represents a monthly salary and benefits cost of $1665 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action:

Split: One position of F020, Licensed Vocational Nurse

Biweekly Salary: $1801.60 – 2129.60

Approximate Monthly Salary: $3904 – 4615

Into: Two half time positions

Same salary range

Explanation:

This is the splitting of one full-time Licensed Vocational Nurse position into two half-time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefit costs. This action increases the total number of authorized positions by one.

 

Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost of $5,517 or an annual cost of $66,204.
