Amendment II to the Agreement Number HI-0405-08 with the California Department of Aging

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of Amendment II to Agreement Number HI-0405-08 for the inclusion of funding for assistance with implementing the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA), increasing the contract by $10,632 to $173,447 with no change to the term

BACKGROUND:

On August 31, 2004, the San Mateo County Board of Supervisors approved Resolution Number 66876 authorizing the Agreement Number HI-0405-08 in the amount of $148,118 with the California Department of Aging for the provision of Health Insurance Counseling and Advocacy (HICAP) for the County’s Medicare recipients. Upon doing so, the Board of Supervisors also authorized the Director of the Health Department to execute subsequent amendments and minor modifications to the California Department of Aging Agreement No. HI-0405-08 not to exceed the aggregate of $25,000 for the term of the agreement.

 

On March 9, 2005, the Director authorized Amendment Number 57000-05-D020-I to this Agreement, adding $14,697 in Federal funds for the inclusion of Bilingual and Linguistic Program Services, which provided for the expansion and improvement of HICAP services to limited-English-speaking clients for a total obligation of $162,815.

 

DISCUSSION:

This amendment provides additional funding to address increased demands on the HICAP program during the implementation phase of Medicare Part D under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. It is anticipated that there will be a significant increase in the need for counseling and education of Medicare recipients and service providers over the next six to eight months. Funds will be used to add staff to the existing program to ensure quality client service during this transitional period. These funds are being made available for the 2004-05 fiscal year. Due to the late release by CDA, it will be allowable to carry the funds into the 2005-06 fiscal year to cover staffing costs in the event funds are unexpended by June 30, 2005.

 

FISCAL IMPACT:

The term of this Agreement remains the same, July 1, 2004 through June 30, 2005. Federal funding is increased by $10,632 for a total obligation of $173,447. There is no Net County Cost associated with this action.

 

The Aging and Adult Services budget for 2004-05 has sufficient spending authority available to be able to accommodate this increase without submitting an Appropriation Transfer Request at this time. Any unexpended revenues will be rolled forward into 2005-06.
