SUBJECT:

Submission of the Strategic Plan for Services for Older Adults and Adults with Disabilities 2005 – 2009 to the California Department of Aging (CDA)

 

RECOMMENDATION:

Adopt a Resolution authorizing:

1.

Submission of the Strategic Plan for Services for Older Adults and Adults with Disabilities 2005 – 2009 (Plan) to the California Department of Aging (CDA); and

2.

Execution of a Transmittal Letter to CDA required to complete the submission process

The Plan contributes to this commitment and goal by providing a countywide blueprint for a coordinated system of care for older adults and adults with disabilities.

 

BACKGROUND:

In July 1992, the San Mateo County Aging and Adult Services Division (AAS) convened a broad-based group of persons with disabilities, seniors, caregivers, and service providers to form the New Beginning Coalition. The purpose of the Coalition is to improve the quality of life of San Mateo County’s diverse population of older persons and adults with disabilities. The primary vehicle for achieving that goal was the development of a long-range plan for a continuum of services that would be responsive to the needs of its consumers and would acknowledge and incorporate the diversity that exists in San Mateo County.

 

In 1995, after a lengthy planning process involving more than 500 individuals and organizations, the first Strategic Plan for Services to Older Adults and Adults with Disabilities was officially adopted by the San Mateo County Board of Supervisors, the Commission on Aging, and the Commission on Disabilities, as well as by community organizations throughout San Mateo County.

 

The Plan serves as a countywide umbrella plan for all other plans regarding seniors and people with disabilities in San Mateo County including the Area Agency on Aging Plan that is required by CDA to receive Older Americans Act (OAA) and Community-Based Services Program (CBSP) funding. The current Plan expired on June 30, 2005.

 

DISCUSSION:

The 2005 – 2009 Plan is the third strategic plan developed by the Coalition and is the product of a lengthy and comprehensive process coordinated by the New Beginning Coalition in collaboration with the Commission on Aging (CoA), and the Commission on Disabilities (CoD), and involving numerous providers and consumers. It addresses the current issues related to Health, Transportation, Affordable/Accessible Housing, Language and Culture, Abuse, Access to Information, ADA Accessibility, Supportive Services, Food and Nutrition, and Emergency Preparedness. The workplan section contains the activities that will be undertaken by the CoA, the CoD, AAS, and other County and community-based agencies to implement the proposed goals and objectives.

 

The Plan has been reviewed and approved by the New Beginning Coalition, the CoA and the CoD.

 

FISCAL IMPACT:

There is no Net County Cost resulting from the approval of this Strategic Plan.
