SUBJECT:

Agreement with Opportunities Industrialization Center-West

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an Agreement with Opportunities Industrialization Center-West (OICW) in the amount of $631,000 for the term of March 1, 2005 through June 30, 2005 for Specialized Youth Services and April 1, 2005 through June 30, 2006 for generalized Comprehensive Year-Round Youth Services.

This Agreement contributes to this commitment and goal by providing educational, vocational and support services to youth, and by supporting employment and training services, that assist individuals in finding gainful employment and reaching self-sufficiency.

BACKGROUND:

A request for proposal (RFP) was conducted in 2004 in response to a determination by the Workforce Investment Board (WIB) of the need for programs to provide eligible youth assistance in achieving academic and employment success. Proposals were submitted by both OICW and Jefferson. Both were approved for youth services by the WIB in collaboration with the Youth Advisory Committee. Exhibit A to this memo is attached and includes information from the RFP conducted. Separate agreements with Jefferson are presently being negotiated.

 

DISCUSSION:

This Agreement provides funding for generalized Comprehensive Year-Round Youth Services which include but are not limited to: basic skills assessment; career assessment; comprehensive guidance and counseling to develop individual services strategy; vocational training; academic tutoring and support activities; workshops and internships. Additionally, this Agreement provides funding for Specialized Youth Services that includes the same services as the generalized Comprehensive Year-Round Youth Services, and in addition, focuses on scholarships and extended internships.

 

County Counsel has reviewed and approved this Agreement as to form. Risk Management has approved the Contractor’s insurance. The processing of this Agreement was delayed due to ongoing negotiations.

 

FISCAL IMPACT:

The total Agreement obligation is $631,000 for the term March 1, 2005 through June 30, 2006. Of this amount $277,000 is for FY 2004-05 and was included in the FY 2004-05 Adopted Budget. The balance of $354,000 is for FY 2005-06 and will be included in the FY 2005-06 Recommended Level Budget. The total Agreement obligation is fully funded by WIA Youth funds. There is no Net County Cost.
