Flat Rate Agreements for Providers of Alcohol and Drug, Prevention and Treatment Services

 

RECOMMENDATION:

Adopt a Resolution authorizing:

1.

The waiver of the Request for Proposal Process (RFP);

2.

The execution of Flat Rate Agreements with: 1) Asian American Recovery Services, Inc. ($385,961); 2) Daytop Village, Inc. ($405,280); 3) El Centro De Libertad ($380,546); 4) Free At Last ($339,496); 5) Horizon Services, Inc. ($564,118); 6) The Latino Commission ($424,316); 7) Project Ninety, Inc. ($911,540); 8) Pyramid Alternatives ($250,952); 9) Service League of San Mateo County ($222,345); 10) Sitike Counseling Center ($241,622); 11) Youth and Family Enrichment Services ($940,246); and 12) Women’s Recovery Association ($727,115); and

3.

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreements; however, as to each Agreement, such authority is limited to:

 

a)

Reducing the County’s maximum fiscal obligation in the event there is a commensurate reduction in the funding received by the County;

 

b)

Increasing the County’s maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per Agreement; and

 

c)

Modifying the types of services provided by the Contractors, as long as the modifications do not increase the County’s maximum fiscal obligation.

The Flat Rate Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Performance Measure(s): Alcohol and Drug Service Providers are in compliance with the Human Services Agency’s Outcome Based Management (OBM) Program Plan. Below are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug prevention and treatment services.

* Previously, this OBM measure, measured the percent of clients reducing or abstaining from alcohol and/or other drug use at 3 months and 9 months post-intake. The follow-up time frame for FY 05-06 has been changed to 6 months and 12 months post-intake in order to align with Federal follow-up standards. Data is currently in development.

 

BACKGROUND:

In FY 2001-02 Alcohol and Other Drug Services (AODS) conducted separate RFPs for its prevention, perinatal and Bay Area Services Network (BASN) parolee treatment services.

 

On October 29, 2002, the County of San Mateo entered into Flat Rate Agreements with various service providers for alcohol and drug prevention and treatment services, which included prevention, perinatal, and Bay Area Services Network (BASN) parolee services that were recommended through three separate RFP processes. In addition, several of the Agreements included services funded through one-time funds and/or nonreimbursable services which are entirely supported by client fees.

 

On January 28, 2003, through the State Negotiated Net Amount (NNA), Drug/Medi-Cal, State CalWORKS, State AID Public Safety, and County Funds the provisions of Residential Treatment, Intensive Day Treatment, Nonresidential Treatment and Treatment Readiness Services were added to the scope of services provided by the Contractors.

 

In July 2003, and July 2004, through Resolutions number 066104, and 067268, the Board of Supervisors authorized the execution of Flat Rate Agreements with the same contractors in order to provide consistent and continuous services to at risk individuals in San Mateo County.

 

DISCUSSION:

There are a total of twenty-one (21) Providers that the County plans to contract with for Flat Rate Services for FY 2005-06. Of these twenty one (21) Agreements, twelve (12) require Board of Supervisors’ approval, eight (8) require the approval of the County Manager’s Office (CMO), and one (1) requires the approval of the Human Services Director.

 

During FY 2005-06, a myriad of alcohol and drug treatment and prevention services will be provided through these Agreements to youth and adults in San Mateo County. Services will include, Nonresidential Treatment, Residential Treatment, Driving Under the Influence Programs, Deferred Entry of Judgment Programs, Aftercare Services, Intensive Day Treatment Services, Perinatal, Treatment Readiness Services, and a variety of alcohol and drug prevention services.

 

The Board of Supervisors is being asked to waive the RFP process as it is in the County’s best interest to continue to contract with these providers so there is no break in services to the community and in order to provide stability to the network of service providers. These twelve (12) contractors have been engaged in providing alcohol and drug treatment and prevention services in San Mateo County for AODS since FY 2001-02, and they have in-depth knowledge of treatment and prevention services as well as promoting culturally appropriate services within San Mateo County.

 

The Resolution and Agreements have been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractors’ Insurance coverage.

 

FISCAL IMPACT:

The term of these Agreements will be from July 1, 2005 through June 30, 2006. Total funding for the twelve (12) Agreements is $5,793,537. The funding sources are provided through the State Net Negotiated Amount (NNA), CalWORKS Funded Alcohol and Drug Treatment Services, and the County Funded Alcohol and Drug Treatment Services with the budgeted Net County Cost of $1,739,278. All funds are included in the FY 2005-06 Approved Budget.
