Agreements with Child Care Coordinating Council and Professional Association For Childhood Education

 

RECOMMENDATION:

Adopt a Resolution:

1.

Waiving the Request for Proposal Process (RFP); and

2.

Authorizing the execution of Agreements with: (1) Child Care Coordinating Council (CCCC) in the amount of $ 2,133,420; and (2) Professional Association For Childhood Education (PACE) in the amount of $533,355, for Stage 2 child care and child development services for the term of July 1, 2005 through June 30, 2008.

The Agreement with CCCC and PACE contributes to this commitment and goal by providing quality child care for low-income families.

BACKGROUND:

Since 1997, the Human Services Agency (HSA), the Child Care Coordinating Council (CCCC), and the Professional Association for Childhood Education (PACE) have been acting as partners in the child care delivery system. HSA, CCCC and PACE are the only agencies authorized by the State to provide Stage 1, Stage 2, Stage 3 and CalWORKS child care services in the County of San Mateo.

 

HSA provides Stage 1 Child Care to clients who are participating in the CalWORKs program and are receiving cash aid. HSA subcontracts with CCCC and PACE to provide Stage 2 Child Care for eligible families in San Mateo County. Stage 2 Child Care is provided to clients who are employed, do not receive cash aid, and whose income is below the 85% State Median Income cap. The California Department of Education (CDE) funds Stage 2 Child Care services.

 

DISCUSSION:

A new Agreement is being written for both Contractors as the previous three-year Agreements are set to expire on June 30, 2005 and each agreement had been amended numerous times. The new Agreements with CCCC and PACE will continue services to families who are eligible to receive Stage 2 services for up to 24 months, providing that their income remains at or below 85% of the State Median Income (SMI). For a family of three, the income at 85% SMI is $37,237. CDE allocates funding yearly for the provisions of Stage 2 Child Care.

 

The Board of Supervisors is being asked to waive the RFP process for these Agreements as CCCC and PACE are the only providers other than the County authorized for Stage 2 services and should be considered sole source providers. County Counsel has reviewed and approved these Agreements as to form and Risk Management has approved insurance for both Contractors.

 

FISCAL IMPACT:

The total CDE allocation for FY 2005-06 is $2,666,775. Of this amount $ 2,133,420 will be allocated to CCCC and $533,355 to PACE for the provision of child care services under these Agreements. The total Stage 2 obligation for both Agreements is $2,666,775. Both Agreements are fully funded through CDE funds and included in the FY 2005-06 Recommended Budget. Funds received from CDE in FY 2006-07 and FY 2007-08 will be included in FY 2006-07 and FY 2007-08 Recommended Budgets. There is no Net County Cost.
