SUBJECT:

Sixteenth Amendment to the Agreement with the Electronic Data Systems (EDS) for the Maintenance of the Welfare Case Data System (WCDS)

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of a Sixteenth Amendment to the Electronic Data Systems Agreement between seventeen (17) counties for the maintenance of the computerized Welfare Case Data System.

The Agreement with EDS Federal Corporation keeps this commitment and goal by providing services to keep our Welfare Case Data System operational so that San Mateo County and other Bay Area counties can continue to provide vital services and resources necessary to those in need.

BACKGROUND:

The California State Association of Counties (CSAC) Consortium has provided management services to the counties for the management administration of the Welfare Case Data System. This system is the automated system for the qualification, control and distribution of welfare assistance pursuant to prevailing statutory requirements. These services are being satisfactorily provided by EDS Federal Corporation, the system administrator, in accordance with the provisions of the original Agreement, which commenced on July 1, 1991. The Board of Supervisors has previously approved fifteen amendments to this Agreement.

 

DISCUSSION:

This request is for the approval of the Sixteenth Amendment to continue the same maintenance services for Fiscal Year 2005-06.

 

The County Manager’s Office previously approved a Waiver Request for the Equal Benefits Ordinance. The Information Services Department (ISD) has reviewed and concurs with this Agreement. County Counsel has reviewed and approved this Amendment as to form.

 

FISCAL IMPACT:

The Sixteenth Amendment specifies that approximately 69,700 hours of service will be provided during FY 2005-06, at the hourly rate of $88, plus support services of $480,800. The total cost for all the counties will be $6,614,400. The cost will be jointly appropriated among 17 counties based on their size (small, medium and large). San Mateo County’s share, as a medium-sized county, will be $389,082.

 

The Sixteenth Amendment extends the term of the Agreement from June 30, 2005 to June 30, 2006. Funding for this Agreement, in the amount of $389,082, is included in the Recommended Budget for FY 2005-06. The estimated Net County Cost, after 97.50% of state and federal reimbursements, is $9,727, or 2.5%.
