Setting a Hearing Date to Consider the 2005-2006 Sewer Service Charges Report for County Sewer Maintenance and Sanitation Districts

 

Recommendation

Acting as the Governing Board of nine (9) Sewer Maintenance/Sanitation Districts (Districts), adopt a resolution setting 9:45 A.M., on Tuesday, July 26, 2005, in your Chambers, as the time and place for a public hearing on the filing of the 2005/2006 Sewer Service Charges Report for the nine (9) Districts.

Your Board authorizing a public hearing to consider the 2005-06 Sewer Service Charges Report, can result in the financing of sanitary sewer service in nine (9) County maintained sewer districts that serve portions of the unincorporated area and some neighboring city areas.

Adopted Ordinance Code Section 4.32 et .seq. which provides that sewer service charges may be collected together with property taxes after a noticed public hearing to consider said charges is held.

Adopted Ordinance No. 04050 on June 26, 2001, establishing the sewer service charge base rate in each of the nine (9) Districts.

 

History

Acting as the Governing Board of the nine (9) Districts, adopted similar resolutions each of the past 30 years setting the time and date of a public hearing to consider the annual Sewer Service Charges Report for the nine (9) Districts.

 

Discussion

Nine (9) Districts governed by your Board currently provide sanitary sewage collection, transport, treatment and disposal services as well as ancillary field and office services to over 12,000 residences, businesses, schools, and institutions in San Mateo County. Virtually all of the revenue to provide these services in each district is generated by a user fee, the sewer service charge. The 2005/2006 Sewer Service Charges Report, which was prepared concurrently with this report, contains the individual charge for each parcel of real property receiving sewer service from one (1) of the nine (9) districts.

 
 

The recommended action, adopting a resolution setting the time and place for the public hearing, is the first step in the process and is procedural.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

There is no fiscal impact by setting the public hearing. However, levying the individual sewer service charge, which can occur after the public hearing, will result in charges being levied on those parcels receiving sewer service. The approved yearly rates for 2005/2006 are:

There is no direct impact to the General Fund. However, sewer service charges are levied on property that is either leased or owned by the County where sewer service is provided.

 

Edgewood Sewer Maintenance District

Your Board recently approved the formation of the Edgewood Sewer Maintenance District to serve two subdivisions that are ultimately to be annexed to the City of San Carlos. The developers are still in the process of completing the design of the improvements and obtaining all necessary approvals for these subdivisions. The sewer service charge rate for this District will be the subject of a separate report and will be presented to your Board once all of the approvals for the subdivisions have been obtained and the subdivision maps filed.
