Approve an Agreement with The Lesley Foundation for a CDBG funded Facility Improvement Loan (sprinkler system installation and related services), at Bonnie Brae Terrace, 2400 Carlmont Drive, Belmont, CA

 

Recommendation

Adopt a Resolution Authorizing:

 

    1. The execution of an Agreement with The Lesley Foundation in the amount of $151,000.00 for a CDBG funded Facility Improvement Loan (sprinkler system installation and related services), at Bonnie Brae Terrace, 2400 Carlmont Drive, Belmont, CA for the term of 7/1/2005 through 6/30/2006; and

 

    2. The Director of the Department of Housing to execute subsequent amendments to the Agreement, and to make minor modifications in the types of services and activities provided by The Lesley Foundation under the Agreement, and

    the cumulative cost of which amendments and modifications is not to exceed $25,000.

The Agreement with The Lesley Foundation contributes to this commitment and goal by providing facility improvements and addressing health and safety hazards at Bonnie Brae Terrace, which provides affordable housing to low and moderate income seniors.

 

The Agreement with The Lesley Foundation preserves 164 affordable senior units.

Background

The Lesley Foundation, a nonprofit, community-based organization maintains and develops affordable housing and related facilities and services for seniors and persons with disabilities, who have low to moderate incomes.

 

The installation of a fire sprinkler system was mandated by the South County Fire Authority after a fire that occurred in one of the three buildings at the Bonnie Brae site, on May of 2003.

 

On July 6, 2004, the County of San Mateo entered into Agreement # 066792 with The Lesley Foundation for a CDBG funded Facility Improvement Loan in the amount of $165,000, to provide funding for the installation of fire sprinklers and related services at one of the three buildings at Bonnie Brae Terrace, which provides 164 units of senior housing in Belmont. 

 

An additional amount of $101,185 was provided under a First Amendment and enabled The Lesley Foundation to install the fire sprinkler system (which is half completed) in the remaining buildings, within the time frame set forth by the South County Fire Authority.

 

Discussion

This Agreement in the amount of $151,000 is needed to cover the expenses to replace a standpipe (sub-standard equipment to the fire sprinkler system), which was an unanticipated requirement, necessary to comply with today’s applicable Fire Code.

 

The Agreement has been approved by the County Counsel's Office as to form, and meets HUD regulations. Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

Fiscal Impact

The term of the Agreement is July 1, 2005 through June 30, 2006. The County’s total obligation under this Agreement is $151,000 from CDBG, and is included in the Department of Housing Recommended Budget for FY 2005-06. There is no Net County Cost.
