Approve an Agreement with the Child Abuse Prevention Center (CAPC) for the Volunteer Case Aide Program

 

RECOMMENDATION:

Adopt a Resoution authorizing the execution of an Agreement with the Child Abuse Prevention Center (CAPC) for the Volunteer Case Aide Program (VCA) in the amount of $119,426. The term of the Agreement is July 1, 2005 through June 30, 2008.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 6: Children grow up healthy in safe and supportive homes and neighborhoods.

This Agreement contributes to this commitment and goal by providing volunteers, who assist child welfare workers by supervising visits, providing transportation for children to programs and therapy, and providing child watch services while families attend parent education and other meetings.

BACKGROUND:

For more than thirteen years, CAPC has provided valuable assistance to the children and families within the Children and Family Services Program through VCA services. The Voluntary Case Aides provide child watch for Fost-Adopt classes, Parenting Education groups and other required meetings, transport children and families to service appointments and supervise parents visiting their children.

 

DISCUSSION:

In March 2005, a Request for Proposal (RFP) was conducted (see attached matrix) for the provision of VCA services. The proposal was mailed out to over 100 agencies within the County and was also advertised in a local Independent Newspaper. Eight agencies attended the Applicants’ Conference and only CAPC submitted a proposal. The RFP was awarded to CAPC to continue providing the VCA services for the Human Services Agency, Children and Family Services. Volunteer case aides will be recruited and trained to continue to offer support to the Children and Family Services social workers.

The development of this Agreement was delayed due to negotiation. County Counsel has reviewed and approved the Resolution and Agreement as to form and Risk Management has approved Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2005 through June 30, 2008. The total obligation is $119,426, of which $34,440 is funded through Child Welfare Services and $84,986 is Net County Cost. Appropriations have been budgeted in the FY 2005-06 Children and Family Services Adopted Budget. Funds for FY 2006-07 and 2007-08 will be negotiated and reflected in the form of an Amendment to the Agreement.  There is no additional Net County Cost associated with the approval of this Agreement.
