RECOMMENDATION:
|
Adopt a resolution authorizing the execution of a First Amendment to the Agreement with the Department of Rehabilitation increasing the amount by $247,046 making the total Agreement obligation $494,092 for training and employment services. The term remains the same July 1, 2004 through June 30, 2007.

The Agreement with the State of California, Department of Rehabilitation contributes to this commitment and goal by providing employment training and career growth for consumers with disabilities in San Mateo County.

The successful closure of consumers staying employed more than 90 days without support will decrease slightly due to higher projected program costs without funding to maintain the current level of staff time. No cost of business increase (COBI) has been added for the FY 2005-06, but staff costs have increased. Negotiations with the Department of Rehabilitation are currently underway to take this into consideration. Should the Department of Rehabilitation approve a COBI, then the projection will rise.

BACKGROUND:
|
Over the last several years, San Mateo County has seen an economic downturn and an increase in clients needing assistance in obtaining employment. Since 1994, the State Department of Rehabilitation and the San Mateo County Human Services Agency have worked together to provide employment and training services to the disabled population in San Mateo County. The Board of Supervisors approved this Agreement on July 1, 2004 by Resolution Number 066887.

DISCUSSION:
|
This is a three year Agreement that receives additional funding each fiscal year to provide vocational assessment, employment preparation, job development and placement services for ninety (90) participants who have significant physical and psychiatric disabilities and who are not receiving services from San Mateo County Mental Health. Consumers will be served jointly by the Human Services Agency and the State Department of Rehabilitation.

This First Amendment provides funding for FY 2005-06 so that services can continue. County Counsel has approved this First Amendment as to Form and the Department of Rehabilitation has been provided with the County’s certificate of insurance.

FISCAL IMPACT:
|
The amount of the Agreement is increased by $247,046, which is funded by the State of California, Department of Rehabilitation making the total Agreement obligation $494,092. The term remains July 1, 2004 through June 30, 2007. Additionally, $80,604 is matched by the County of San Mateo each year of the Agreement and is included in the FY 2005-06 Adopted Budget.
