SUBJECT:

Second Amendment to the Agreement with Women’s Recovery Association (WRA)

 

RECOMMENDATION:

Adopt a resolution authorizing a Second Amendment to the FY 2004-05 Agreement with WRA increasing the total Agreement amount by $61,759 from $763,528 to $825,287.

 

VISION ALIGNMENT:

Goal(s) Number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

This Amendment contributes to the above-referenced commitment and goal by allowing WRA to provide additional social services in order to promote successful transition to self-sufficiency and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

BACKGROUND:

On July 27, 2004, the Board of Supervisors approved flat rate agreements with thirteen (13) providers of alcohol and drug treatment services including an agreement with WRA. Periodically, the utilization of contracts’ funds and services are reviewed by the Alcohol and Drug Services monitors. When necessary, in order to maximize utilization of the funding, the contracts are amended to adjust the allocation of funds and services to reflect current community needs. Previously, on February 4, 2004, the WRA Agreement was amended to reduce CalWORKs Perinatal funding and corresponding services targeted for non-residential services by $16,000 due to underutilization of these services, and increase the residential services by the same amount where the funds were needed. This Second Amendment to the Agreement with WRA is another necessary adjustment in order to increase the funds for residential and other services that were provided to program participants due to high demand. This Second Amendment to the Agreement was delayed due to a lengthy rate negotiation, and review process by the Contractor.

 

DISCUSSION:

This Second Amendment increases the total Agreement amount by $61,759 to reflect the fact that the WRA served five (5) additional clients and increased the number of the bed days by five hundred ninety five (595). The new Amendment also compensates WRA for its provision of individual counseling, and assessment to identify vocational search, educational, medical, housing, financial and legal needs in order to promote successful transition to self-sufficiency.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2004 through June 30, 2005. This Second Amendment increases the total Agreement amount by $61,759 from $763,528 to $825,287, and is funded through CalWORKs single allocation fund. There is no Net County Cost associated with this Amendment.
