Adopt a Resolution:

To approve the Office of Child Abuse Prevention (OCAP) Notice of Intent for the Human Services Agency (HSA) to administer the Child Abuse Prevention, Intervention, and Treatment Program (CAPIT), Community-Based Child Abuse Prevention (CBCAP) and Promoting Safe and Stable Families (PSSF) programs for FYs 2005-08; and

To approve the Children’s Collaborative Action Team’s (CCAT) Request for Proposal recommendations for distribution of funds for Child Abuse Prevention and Intervention Services.

This Resolution contributes to this commitment and goal since CCAT will provide funding to support more services and resources for child abuse prevention and intervention.

 

BACKGROUND:

Funding for Child Abuse Prevention and Intervention Programs in San Mateo County are funded in part by AB 2994 Birth Certificate fees, Kid’s plate revenue from fees for California “Kids” vehicle license plates pursuant to Welfare and Institutions Code Section 18285 and Motor Vehicle Code Section 5072, the state’s OCAP through CAPIT and CBCAP.

 

The PSSF Program has been administered by HSA since April 2004. This program supports school-based Family Resource Centers (FRCs) in providing a one-stop approach to responding to families’ critical services such as health, education and social services.

 

On March 16, 2005, under the direction of OCAP, CCAT and the Human Services Agency (HSA) released the Request for Proposal (RFP) for Child Abuse Prevention and Intervention Programs. The proposals were due to HSA by April 28, 2005 and were reviewed by an RFP review panel on May 11, 2005. Funding for the RFP comes from AB2994 Birth Certificate fees, Kid’s Plate, CAPIT and CBCAP.

 

DISCUSSION:

In FYs 2005-08 funding cycle, OCAP requires a consolidated county three-year plan that combines the CAPIT, CBCAP and PSSF programs. The state requires that the three-year plan support the county’s efforts in improving its system of care for children and families through the county System Improvement Plan (SIP). The county three-year plan will be submitted to the Board of Supervisors (BOS) for approval upon completion.

 

On May 16, 2005, CCAT received and approved the review panel’s recommendations to enter into Agreements with six providers who had submitted proposals for funding, totaling $300,000 (see attached Matrix – Attachment A). The awards are subject to availability of State and Federal funds. OCAP has assured participating Counties that they anticipate funding for the FY 2005-08 cycles to be at the same level as the prior three year funding cycle of FY 2002-05.

 

On May 24, 2005, the County received the final CAPIT, CBCAP, and PSSF three-year plan instructions from the state’s OCAP. Prior to releasing the funding, OCAP must receive the signed Notice of Intent (see attachment B) from the Board of Supervisors designating the Human Services Agency as the administrator of the CAPIT, CBCAP and PSSF programs.

 

FISCAL IMPACT:

The total obligation of these recommendations is $300,000 for each year of the FY 2005-08 funding cycle. Appropriations have been budgeted in the FY 2005-06 Recommended Level Budget and FY 2006-07 Children and Family Services Proposed Budgets and will be budgeted in the FY 2007-08. There is no Net County Cost associated with the approval of this recommendation pending the availability of state and federal funds.
