Adoption of the 2005-2006 Sewer Service Charges Report for County Sewer Maintenance and Sanitation Districts

 

Recommendation

Acting as the governing board of nine (9) County sewer maintenance/sanitation districts (Districts), and after conducting a public hearing, adopt a resolution adopting the 2005-2006 Sewer Service Charges Report for the Districts and direct the Clerk of the Board of Supervisors to file the report with the County Controller.

Your Board’s adoption of the 2005-06 Sewer Service Charges Report will result in the financing of sanitary sewer service in the Districts that serve portions of the unincorporated area and some neighboring city areas.

Set Tuesday, July 26, 2005, at 9:45 A.M. in your Chambers as the time and place of a public hearing on the individual sewer service charges for the Fiscal Year 2005-2006.

 

History

Acting as the Governing Board of the Districts, adopted similar resolutions each of the past 30 years setting the time and date of a public hearing to consider the annual Sewer Service Charges Report for the Districts.

 

Discussion

The Districts governed by your Board currently provide sanitary sewage collection, transport, treatment and disposal services as well as ancillary field and office services to over 12,000 residences, businesses, schools, and institutions in San Mateo County. Virtually all of the revenue to provide these services in each district is generated by a user fee, the sewer service charge. The 2005-2006 Sewer Service Charges Report contains the individual charge for each parcel of real property receiving sewer service from the Districts.

 
 

The purpose of the public hearing on this report is to allow your Board to hear and consider any and all objections or protests to the amount of the individual charges. After the close of the hearing, your Board may adopt the charges as presented or modify any charges in the report or overrule any or all objections.

 

We believe that the individual sewer service charges are equitable as they were calculated in accordance with the rates established by your Board in 2001. Therefore, we recommend that you adopt the report as presented.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The adoption of the 2005-06 Sewer Service Charges Report and its filing with the Clerk of the Board will result in the user charges contained therein being placed on the tax roll. The charges will appear on the 2005-06 tax bill of each affected property and be collected in the same manner as the property tax.

There is no direct impact to the General Fund. However, sewer service charges are levied on property that is either leased or owned by the County where sewer service is provided.

 

Edgewood Sewer Maintenance District

Your Board recently approved the formation of the Edgewood Sewer Maintenance District to serve two subdivisions that are ultimately to be annexed to the City of San Carlos. The developers are still in the process of completing the design of the improvements and obtaining all necessary approvals for these subdivisions. The sewer service charge rate for this District will be the subject of a separate report and will be presented to your Board once all of the approvals for the subdivisions have been obtained and the subdivision maps filed.
