Financial Contribution to the San Francisquito Creek Joint Powers Authority for the 2005-06 Fiscal Year - South Bayside Area

 

Recommendation

Acting as the Governing Board of the San Mateo County Flood Control District, adopt a resolution authorizing a contribution of $62,850 to the San Francisquito Creek Joint Powers Authority (JPA) from the San Francisquito Creek Flood Control Zone 2, which represents the San Mateo County Flood Control District’s contribution to support the JPA’s administrative budget for FY 2005-06.

The Flood Control District’s participation in the JPA ensures a collaborative approach to dealing with issues involving San Francisquito Creek.

Previous Board Action

Authorized execution of a Joint Powers Agreement in May 1999 between the San Mateo County Flood Control District (SMCFCD), the Santa Clara Valley Water District, and the Cities of East Palo Alto, Menlo Park and Palo Alto for the purpose of managing the joint contribution of services and providing policy direction on issues relating to San Francisquito Creek. Supervisor Richard Gordon represents the SMCFCD on the JPA Board.

Approved similar contributions to the JPA over the past five fiscal years.

 

History

The JPA was created in the wake of the major flooding in February of 1998, when San Francisquito Creek overtopped its banks. The JPA provides a vehicle for coordinating the efforts of the multiple agencies whose constituents are affected by Creek flooding and is undertaking a variety of flood management and watershed protection programs in the Creek’s watershed.

 

Discussion

The five member agencies share equally in funding the administrative budget of the SFCJPA. The SFCJPA Board approved the FY 2005-06 budget at their March 24, 2005, meeting. The Flood Control District’s contribution is the same as last year.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The JPA’s FY 2005-06 budget is financed in part with $40,000 of grant funding from the Department of Conservation, in addition to the contributions from the member agencies. The member agencies’ contributions remain the same as last year at $62,850 per agency. There is no impact to the General Fund.
