BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS AND B) AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT WITH MEDQUIST TRANSCRIPTIONS, LTD. TO PROVIDE MEDICAL TRANSCRIPTION SERVICES

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, State and Federal regulatory agencies, including the Joint Commission Accreditation of Healthcare Organizations (JCAHO) and the Licensing and Certification Division of the State Department of Health Services (DHS) are continually increasing standards for health information documentation. With recent emphasis on patient safety, health information becomes more critical; and

 

WHEREAS, MedQuist was selected from five transcription service providers, who responded to the RFP conducted in January 2001, because they were the lowest bidder and had the best qualifications. The term of the agreement was May 1, 2001 to April 30, 2004 with a maximum amount of $1,439,622;

 

WHEREAS, Your Board subsequently adopted two Resolutions amending the original Agreement. Resolution Number 66225 on August 12, 2003 extended the term of the agreement through April 30, 2005 and increased the maximum amount to $2,654,622. Resolution Number 66845 on July 27, 2004 allowed a Mitigation Period while MedQuist was switching from DOS to Windows, decreased the rate per line by 10% in the current agreement, included services to Burlingame Long Term Care, as well as to three new clinics: Ron Robinson Senior Center, Fair Oaks Pediatric Clinic and the Infusion Clinic, and increased the maximum amount to $3,854,622; and

 

WHEREAS, transcribed reports allow the availability of health information throughout San Mateo Medical Center for continuation and quality of patient care; and

 

WHEREAS, this amendment will allow continued services for an additional year while a RFP for future services is completed; and

 

WHEREAS, the parties wish to further Amend the Agreement by increasing the amount by $1,400,000 changing the Agreement obligation from $3,854,622 to $5,254,622 and extending the term from April 30, 2005 to April 30, 2006; and

 

WHEREAS, the Board has been presented with this Third Amendment and desires to enter into same.

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors is hereby authorized and directed to execute said third Amendment to the Agreement for and on behalf of the County of San Mateo; and the Clerk of the Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED that the Request for Proposal process is hereby waived.
