Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification action, addition of one part-time Unclassified position, and combining of two part-time positions into one full-time position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

adding one half-time unclassified position,

reclassifying one position, and

combining two part-time positions into one full-time position.

This action was approved by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

ORGANIZATION 19500 FIRST FIVE OF SAN MATEO COUNTY

Action:

Add: One half-time position of B180, Community Program Specialist-U Series

Biweekly Salary: $2214.40 – 2768.00

Approximate Monthly Salary: $4798 – 5998

Explanation:

This is the addition of one half –time unclassified position of Community Program Specialist. This addition will allow the department to expand its services. This action represents a monthly salary and benefit cost of $4139.00 based on filling the position at the top step of the range. This action increases the total number of authorized positions by one.

 

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action A:

Reclassify: One position of D033, Health Services Manager II

Biweekly Salary: $3144.80 – 3931.20

Approximate Monthly Salary: $6814 – 8518

To: One position of D023, Health Services Manager I

Biweekly Salary: $2716.00 – 3395.20

Approximate Monthly Salary: $5885 – 7357

Explanation:

This is the reclassification of one position of Health Services Manager II to the classification of Health Services Manager I. This position administers HIPPA and Corporate Compliance. This action represents a monthly salary and benefit savings of $1161.00 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Action B:

Combine: Two half-time positions of F009S, Patient Services Series

Biweekly Salary: $1801.60 – 2129.60

Approximate Monthly Salary: $3904 – 4615

Into: One full time position

Same salary range

Explanation:

This is the combining of two half-time Licensed Vocational Nurse positions into one full-time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefit costs. This action decreases the total number of authorized positions by one.

 

Fiscal Impact

The reclassification action represents a monthly salary and benefits savings of $1,161 or an annual savings of $13,932.
