BACKGROUND:

On September 1, 2004, the County Manager’s Office approved an Agreement with Anlee Kuo, M.D. to provide psychiatric treatment services for youth.

DISCUSSION:

In order to be in accord with the negotiated IPA physician agreement with the County, Mental Health Services pays contact physicians at increased rates for obtaining specialty certifications from the National Board of Medical Examiners. It is possible for physicians to obtain up to two specialty certifications.

This contractor has passed her first certification in the medical specialty of Psychiatry. As a result, her rate of pay is being increased from $98.86 per hour to $103.80 per hour, effective January 17, 2005. This amendment is late because Contractor notified us of her receipt of her first board certification in mid-February, 2005. It has been further delayed due to unanticipated staff shortages in Mental Health Services.

The amendment has been reviewed and approved by County Counsel and Risk Management.

FISCAL IMPACT:

The term of the Agreement remains July 12, 2004 through June 30, 2005. The total amount of the contract has been increased from $99,849 to $105,186. The increase of $5,337 has been included in the FY 2004-05 budget. State and federal Medi-Cal is expected to fund $39,971. State allocations for AB3632 services will fund $25,245, and $18,933 will be funded through realignment. The remaining $21,037 is the net County cost which is the required match for state EPSDT and the unfunded portion of AB3632.
