SUBJECT:

Replacement of Safety Equipment at the Half Moon Bay Airport (AIP Projects No. 3-06-0097-08 and 3-06-0097-09)

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Replacement of Flight Safety and Automated Weather Reporting Equipment at the Half Moon Bay Airport (Airport).

The proposed project will replace flight safety and automated weather reporting equipment for the benefit of Airport users.

 

Background

Previous Board Action

1.

Adopted Resolutions No. 66284 and No. 66896 accepting Airport Improvement Grant 3-06-0097-08 and 3-06-0097-09 from the Federal Aviation Administration (FAA) in the amounts of $386,000 and $186,200 respectively, which includes funding for the installation of safety equipment at the Airport.

Adopted Resolution No. 66897 authorizing the President of the Board to accept matching grant funds from the California Department of Transportation Division of Aeronautics (DOT) equal to five percent (5%) of the aforesaid FAA grants.

 

History

Flight safety equipment at the Airport currently includes the following:

 

a)

an existing 36” rotating beacon and support tower which have deteriorated due to their exposure to coastside weather;

 

b)

weather measuring equipment which is not automated and does not provide pilots with information regarding cloud cover; and

 

c)

a Visual Approach Slope Indicator (VASI) system, comprised of high-intensity focused lights set at a predetermined angle to provide visual decent guidance, which has a limited range.

 

We have developed plans and specifications to replace the current equipment with:

 

a)

a new tower and refurbished 36” rotating beacon to provide long-range visual guidance to pilots approaching the airfield at night;

 

b)

a FAA-certified Automated Weather Observation System (AWOS) which will provide 24-hour real-time weather and cloud information via computer-generated voice radio broadcasts and links to phone and computer data systems; and

 

c)

a Precision Approach Path Indicator (PAPI) system which has a greater range than the current VASI system. The VASI system is being phased out by the FAA.

 

Discussion

The proposed project has been designed in accordance with FAA guidelines and has been reviewed and approved by the FAA.

 

The Airport will be closed intermittently during the periods of construction, and we will notify Airport businesses, tenants and pilot groups of the closure times once the project schedule is known. We have also incorporated requirements in the plans and specifications in order to minimize the impacts of the closures on Airport users including scheduling much of the work adjacent the runway at night.

 

The project qualifies for a Categorical Exemption pursuant to Section 15303 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines. The Planning Division of the Environmental Services Agency has determined that the project is also exempt from the requirement for a Coastal Development Permit and a Certificate of Exemption has been filed with the Planning Division.

 

A resolution authorizing the calling for bids for the proposed work has been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the project, primarily electrical and radio equipment, is estimated at $354,400 and is proposed to be financed as follows:

The project will be initially financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis, and there are sufficient funds available to manage the cash flow requirements of this project.

 

There is no impact to the General Fund.
