SUBJECT:

Construction of a New Magic Mountain Playground at the Coyote Point Recreation Area – City of San Mateo (P9K01)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the construction of a new playground at Coyote Point.

Construction of a new playground at Coyote Point that meets current standards will minimize the risk of injuries while providing an interactive play structure for children at one of the County’s most highly used park facilities.

 

Background

Previous Board Action

Authorized the application of Proposition 12 and Land and Water grants to help finance the construction of the new playground.

 

Adopted Resolution No. 087320 on May 17, 2005, adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for the above-mentioned project.

 

History

The project’s specifications provide for a base bid plus alternate bids that could be added if sufficient funds are, or become available to do the work. The Contractor is obligated to accept his bid prices for the additive items of work if the work is authorized by the County during the term of the contract.

 

On Tuesday, June 14, 2005, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

We have reviewed the contract documents and have determined the Equal Employment (Affirmative Action) program submitted by Jensen Corporation is in accordance with the current Equal Employment Guidelines; and we have confirmed that they comply with the equal benefit provisions of the County Ordinance Code.

 

The lowest base bid exceeds the Engineer’s estimate by approximately thirty-six percent (36%) ($160,888). However, we believe that the bid reflects the material costs for this specialty type work, and believe that the low bid is a fair cost for doing the work. We are therefore recommending the contract be awarded to Jensen Corporation.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost of the base bid construction including a five percent (5%) contingency is $642,000 ($610,888 plus a contingency of $31,112). The contingency will be used to pay the contractor for any unforeseen work that is authorized by executed contract change orders. An appropriation was approved in the 2005/06 Capital Projects Budget for the project that is financed with Proposition 12 Grants and a Water and Land Grant. These grants are received on a reimbursable basis and the project will initially be financed with Parks Acquisition and Development Funds.

 

The Parks Division of the Environmental Services Agency will recommend an increase in the appropriation for the project either before or during your Board’s consideration of the September Revision to the 2005/06 budget, if the contractor’s work is satisfactory and if additional sources of funds are available to finance the work.

 

There is no impact to the General Fund.
