Reorganization Study: Management Partners, Inc. Agreement

 

RECOMMENDATION:

Adopt a resolution:

 

A)

Waiving the Request for Proposal process for the selection of the contractor.

   

B)

Authorizing the execution of an Agreement with Management Partners, Inc. to conduct a reorganization study, in the amount of $129,329.

This Agreement contributes to these goals by ensuring the County government is organized to deliver efficient and effective services consistent with the County vision.

 

BACKGROUND AND DISCUSSION:

It has been over ten years since the last major reorganization of County Government. Since that time a new Department of Housing has been created and Outcome Based Management system has been implemented, and the financial pressures on County Government to operate in a more efficient and effective manner have increased due to the State’s continuing financial crises. As the County’s workforce has aged, it is apparent that in the next five years there will be a substantial turnover of executive and middle management positions. The high cost of housing in the county and the Bay area has made it increasingly difficult to recruit applicants from outside the area to fill vacant positions. As a result of these considerations it is an appropriate time for the County to review its organizational structure considering management fundamentals as appropriate span of control, performance measurement, and management systems.

Management Partners, Inc. has been asked to submit a proposal to assist the County in this study. The firm was chosen due to its prior experience in working with several County departments to improve management processes and performance measures. Their proposal includes:

 
 

Conducting an organizational effectiveness review.

 

Examining recent organizational changes.

 

Reviewing existing management development opportunities and organizational development processes.

 

Obtaining input from affected stakeholders in the government.

 

Obtaining relevant best practice information.

 

Reporting results with recommendations.

 

This work will be undertaken under the direction of an oversight committee consisting of two members of the Board of Supervisors and the County Manager. Management Partners, Inc. proposes to engage a cross section of County employees and stakeholders in this review. It has proposed a project team of experienced governmental executives. The project is estimated to take approximately five months to complete.

Management Partners has previously worked for the County on similar organizational issues and is familiar with the County structure. They have the background and knowledge to perform the services in the most efficient way. Therefore we are requesting a waiver of the RFP process

 

FISCAL IMPACT:

The proposal for the work is $117,490, plus a 10% contingency in the event it is in the County’s best interest for Management Partners to perform additional tasks related to the project, for a total maximum fiscal obligation of $129,329. There are sufficient funds in the budget to provide for this cost.
