SUBJECT:

Execution of a consulting agreement with MTG Management Consultants, LLC, in support of the County mainframe elimination project.

   

RECOMMENDATION:

Adopt a resolution:

A) Authorizing the execution of an agreement with MTG Management Consultants, LLC, in an amount not to exceed $180,000 for the period August 29, 2005 through December 31, 2006; and

B) Authorizing the Chief Information Officer to execute subsequent amendments and minor modifications in an amount not to exceed $25,000.

This contract supports this goal because the contracted services will enable the County to further reduce our dependency on the County mainframe in anticipation of rising mainframe costs.

BACKGROUND:

The Criminal Justice Information System (CJIS) is a complex set of systems that provides integration among the Criminal Justice Departments. CJIS currently resides on the County mainframe computer, which is scheduled for elimination in FY 2007-08. The County’s Criminal Justice Departments (Sheriff’s Office, District Attorney Office, Courts, and Probation) have used CJIS since 1990 and the Criminal Justice Departments currently pay approximately $1,000,000 a year to have CJIS on the County mainframe; as other applications migrate off the County mainframe this figure is expected to increase as much as 170% by FY 2008-09. In addition to CJIS, each of the Criminal Justice Departments has peripheral systems that are important to the Departments. The plan for migrating CJIS off the County mainframe will need to account for impact on these peripheral systems.

 

DISCUSSION:

The CJIS component of the mainframe elimination project consists of two phases.

Phase 1: Strategy Development

ISD, on behalf of the CJIS departments, conducted an RFP to identify a strategic consultant. The consultant, to be retained under this contract, will assist the County in selecting the best environment in which to move all CJIS systems as well as provide a plan for migration. We will provide your Board with updates throughout the strategy development phase.

Phase 2: Strategy-to-Action

County staff will work collaboratively with the strategic consultant to implement the recommended approach. We will provide your Board with updates throughout the strategy-to-action phase.

Migrating CJIS off the County mainframe is the most complex component of the mainframe elimination project. The eventual success of this project depends on the County having a comprehensive plan and a clear understanding of the target environment. For this reason, the strategic consultant is crucial to the project. The recommended consulting organization, MTG Management Consulting, LLC, has a long history of providing strategic IT consulting to state and local justice agencies. The RFP evaluation team unanimously recommended this consulting organization, as did the six previous customers contacted by staff for reference checks. Four of the six previous customers contacted are counties, including one California county and one county not specifically identified as a reference. Without exception, we received positive feedback about MTG Management Consulting, LLC.

County Counsel has reviewed the contract.

 

FISCAL IMPACT:

Funding for this Agreement in the amount of $180,000 for the term August 29, 2005 through December 31, 2006 is included in the ISD FY2005-06 Adopted Budget and FY2006-07 Recommended Budget.
