Execute an agreement with Motorola for a new repeater site at the Hall of Justice.

 

RECOMMENDATION:

Adopt a Resolution:

    1. Waiving the Request for Proposal (RFP) process; and

    2. Authorizing the execution of an Agreement with Motorola to provide hardware and technical support for the installation of a radio repeater site at the Hall of Justice for the term of August 16, 2005 to August 15, 2008 in an amount not to exceed $306,562.

BACKGROUND:

San Mateo County contracted with Motorola in 2001 to build a trunked radio network. The network provides radio communications for Public Safety and other County agencies. The trunked radio network is supported by 20 radio sites providing radio coverage to 95% of the County. The trunked radio network was primarily designed to cover outdoor use rather than in-door use of radios. There is now an increased demand for indoor coverage in the Redwood City area. The radio network currently used by the Redwood City Police Department is outdated and must be replaced.

 

DISCUSSION:

To improve in-building coverage in the Redwood City area, ISD will partner with Motorola to build a new trunked repeater site. The addition of this site will increase the strength of the radio signal inside buildings in and around the Redwood City area. ISD will install the equipment under the guidance and oversight of Motorola Engineering staff. This joint effort will reduce the overall cost of installation by $88,000 and enhance the technical skills of County staff responsible for maintenance of the radio network. These skills will be very useful as the trunked radio network expands to include additional jurisdictions in the County.

Redwood City Police Department would be the first non-County, law enforcement jurisdiction to join the County’s trunked radio network. The Redwood City Police Department had the option of either upgrading their outdated radio system or joining the County’s trunked radio network. They choose to partner with the County in order to save money and to support regionalized information sharing in San Mateo County.

It is in the best interest of the County to waive the Request for Proposal as our current trunked radio network is a proprietary system. Any solution provided by another vendor would not integrate appropriately into the County’s trunked radio network and could potentially impact our support agreement with Motorola.

 

FISCAL IMPACT:

The total cost of this project is $480,000. Of this amount, $250,000 will be allocated from the fund balance of the Trunked Radio project and $230,000 from the Redwood City Police Department. The Motorola agreement cost will be $306,562 while the Information Services Department’s cost will be $173,438.
