Introduction of Ordinance Regarding Salaries for Members of the Board of Supervisors

 

RECOMMENDATION:

Introduce an ordinance setting salaries for the Board of Supervisors, providing for a stepped increase in salary beginning in calendar year 2007, and ending in calendar year 2010, to become effective for Districts Two and Three on January 8, 2007, and for Districts One, Four and Five on January 5, 2009; and waive reading of ordinance in its entirety.

 

VISION ALIGNMENT:

The County Vision 2010 calls for government decisions to be based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

BACKGROUND:

At its meeting of July 26, 2005, the Board directed this office to develop a proposed ordinance to adjust the salary of members of the Board of Supervisors, on a stepped basis over several years, in order to bring these salaries up to an amount that approximates the average for five immediate Bay Area counties. The Board further directed that any salary schedule include the cost-of-living adjustment provided for by the County Charter. We have developed the attached ordinance for consideration by the Board. The proposed ordinance does the following:

 

1.

Provides for a base salary increase of ten percent (10%) for calendar year 2007, and base salary increases of five percent (5%) for each of the calendar years 2008, 2009 and 2010.

   

2.

Applies the cost-of-living formula specified in the County Charter for each of the calendar years from 2007 through 2010.

   

3.

Beginning in calendar year 2011, and for each calendar year thereafter, adjusts the salary by the cost-of-living formula provided for in the County Charter.

   

4.

Becomes effective as to Districts Two and Three at noon on Monday January 8, 2007, and as to Districts One, Four and Five at noon on Monday, January 5, 2009; until such time as the ordinance becomes effective as to a specified district, the salary for the member representing that district will be as specified under current Ordinance No. 3134, which provides for annual cost-of-living adjustments under the formula provided in the County Charter.

 

FISCAL IMPACT:

There would be an increase in costs for the second half of fiscal year 2006/07 for two supervisorial districts, with an additional impact the second half of fiscal year 2008/09 when the ordinance becomes applicable to the remaining three districts. The full impact of changes will not be felt until the second half of fiscal year 2009/10.
